This position is located in the Office of Chief Technology Officer, Executive Director, Bureau of Diplomatic Security.

The incumbent of this position is responsible for providing requirement analysis, design, development, security solutions, enhancement, configuration management, limited technical support and full systems life cycle management for the Bureau's applications.

Responsibilities

* Advises the Chief Technology Officer management on new and advanced IT systems software initiatives affecting Bureau wide automated systems.
* Serves as Subject Matter Expert in security software development, database cyber security, and applies expert knowledge of cyber security tools and techniques to define new technology solutions.
* Explores IT systems, software, and hardware in terms of feasibility, compatibility, and cost effectiveness for purchase and use within the agency.
* Develops and presents authoritative briefings to Departmental senior officials and other federal agency officials on current developmental methodologies and management issues and actions.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

* Attention to Detail - Is thorough when performing work and conscientious about attention to detail.

2. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations and knows about available products and services.

3. Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others and attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions and makes recommendations.

AND

Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

* Experience planning, scheduling, organizing and managing major IT projects.
* Experience gathering, assembling and analyzing facts, drawing conclusions and devising solutions to problems which will increase the effectiveness of IT programs.
* Experience developing metrics for projects and leading inter disciplinary groups engaged in identifying, assessing, testing, deploying and evaluating complex multi-faceted prototype systems.
* Experience resolving critical problems and developing, testing and implementing new IT technologies.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-14 position.
