IT Program Support OIEO/ESSD (Admin role)

Responsible for supporting the USPTO OCIO in the areas of program management and coordination within OIEO/ESSD, in accordance with contract requirements and company policies, procedures and guidelines. In addition, responsible for developing work products and contract deliverables.

Position Duties

* Assists the Enterprise Services Software Division (ESSD) in providing administrative and programmatic support across three (3) software branches
* Supports managers with influx of tasks from multiple projects, each with their own schedule and deadlines. This support includes creation of an intake process, status reporting, acceptance criteria and result documentation
* Provides weekly and monthly status reports to the TOM and COR for work performed, including an assessment of technical progress, schedule status, and any concerns or recommendations for the previous period
* Develops, updates, and maintains project artifacts in the Enterprise Program Management System (EPMS)
* Coordinates, schedules, facilitates, and captures meeting minutes and action items for ESSD
* Assists with documenting project plan activities, resource estimates and timelines for all planning efforts, design, development, testing, implementation, risk and issue registries, stage gate reviews and approvals required, training and documentation needed and support needs to deliver a system
* Assists TOMs and technical leads in the creation and editing of eAcquisition packages in the support of designated OIEO execution organizations
* Provides provide dedicated project management support for designated ESSD initiatives, to include both O&M and active project efforts underway: high priority, visibility O&M activities, active project Windows 10 remediation, and ESSD Project Operations Transition efforts entailing transition of ESSD supported in active Development projects to O&M
* Provides support in setting up, designing, implementing, editing SharePoint sites, calendars, working collaboratively with SharePoint administrators
* Provides data analytics support in support of ESSD program initiatives, leveraging experienced usage of Excel, to include analysis of duplicate data, identification of trends, review of error reports, and communication of analysis
* Supports program initiative to include data calls by collecting, summarizing, and developing content for customer review and approval
* Review, reconciles, and prepares financial reports; prepares budget requests
* Conducts financial analyses and other data analyses related to IT projects
* Monitors the Division's inbox and prepares responses to email requests
* Establishes, builds, and maintains client relationship to successfully perform the tasks
* Identifies and analyzes new business opportunities; ensures that Addx is pursuing and investing in those opportunities supporting the IT business line growth
* Develops and negotiates strategic customer relationships resulting in significant growth for the IT business line
* Maintains customer relationships with federal clients/contracting officials
* Assists with proposal development; to include authoring technical volumes

Position Qualifications

* Bachelor's degree plus more than (10) years of experience within an IT environment
* Familiar with Agile and Waterfall SDLCs
* At least 2 years of SharePoint 2013 and 2016 administration experience required
* Intermediate to Expert in MS Office 2013 and 2016 (Word, Excel, PowerPoint)
* Proficient in MS Excel macros, pivot tables, and other advanced features
* Required experience with MS Project Server 2013 and 2016
* Proficient in Tableau and other similar tools
* Strong facilitation and cross-functional team facilitation skills
* Demonstrated technical troubleshooting expertise and customer service delivery
* Excellent oral, written and presentation skills
* Demonstrated ability to successfully work in a multi-contractor environment
