The Human Service Agency's (HSA) Information Technology (IT) Supervisor vacancy is in the Business Systems Group and the position reports to the Business Systems Group Manager. The IT Supervisor will manage various projects pertaining to application development, enterprise software support, and business analytics. The individual will be responsible for overall planning, execution and success of these projects and will work with application developers, system administrators, hardware and desktop teams. Additionally, this individual will supervise Information Technology Analysts in the areas of application development, application support, business analytics and general departmental automation support.

The ideal candidate will:

* Have at least five years of increasingly responsible experience in information technology support including two years in a project lead and/or supervisor capacity.
* Possess significant experience in one or more of the following:
* Project management experience with solid knowledge of the tools and elements of project management.
* Business analysis experience, providing technical recommendations to address business needs through the use of tools such as business requirement documents (BRDs).
* Application support service management with solid knowledge in Change and Release processes.
* Leadership of both project and operational team, such as Application Development and Maintenance, or a specialized system support team.
* Managing service provider and vendor relationships and holding them accountable for operational and project deliverables.



Possess a working knowledge of at least one of the following:

* Application development or scripting using ASP.NET, SQL etc.
* Using metrics and measures to demonstrate the quality of services being delivered.
* ITIL or other IT Service Delivery processes and procedures.

Possess excellent leadership skills and experience in supervising information technology staff.

* The ability to build and maintain a collaborative and effective team.

Possess strong analytical skills, a firm sense of accountability and ownership for end-to-end project lifecycles. Possess understanding of technical design principles and experience in developing and implementing standards and best practices. Possess outstanding written and verbal communication skills and the ability to interact with diverse technical and non-technical groups spanning all organizational levels.

* Effective and appropriate communication with senior management.

Qualifications

Departmental Status: An applicant must be a County of San Mateo Human Services Agency employee with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is three years of increasingly responsible experience in information technology support including one year in a project lead capacity.

Knowledge of: Supervisory principles and practices, including work planning and evaluation, project management, scheduling and training; data processing principles, concepts and terminology; job planning and prioritizing techniques; methods and practices of computer system design, programming and implementation; information management platforms and systems; principles and techniques of advanced systems analysis and design; current technologies for systems design and delivery; cost estimating and cost/benefit analysis; advanced principles and practices of program management, including planning, implementation and evaluation; principles of budget preparation and monitoring and principles of personnel training, supervision and evaluation.

Skill/Ability to: Plan, organize, and coordinate programs and services to meet customer needs; coordinate program area activities with other departments, programs and/or outside agencies; integrate a variety of activities and services to achieve program goals, objectives and priorities; analyze problems accurately, develop recommendations and take appropriate action to resolve them; prepare complex and detailed written reports, procedures, grant applications and contracts; analyze complex operational, programming and systems problems, evaluate alternatives and reach sound conclusions; use initiative and sound independent judgments within established procedural guidelines; maintain accurate records and files; organize work, set priorities and meet critical deadlines; establish and maintain effective working relationships with those contacted in the course of the work; plan, schedule and manage projects; supervise, evaluate and train assigned personnel and communicate effectively both orally and in writing.

Only current County of San Mateo Human Services Agency employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position may apply. Responses to the supplemental questions must be submitted in addition to our regular employment application form.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
