The Office of the Inspector General (OIG) of the Department of Education, heads an independent and objective organization responsible for audit, investigation, and other inspection services related to programs and operations of the Department. This position is for an Information Systems Security Manager (ISSM), GS-2210-14, and will report to the Assistant Inspector General (AIG) for Information Technology Audits and Computer Crime Investigations (ITACCI).

The ITACCI Information Technology Specialist, GS-2210-14 ISSM supports the ITACCI AIG in the execution of the ITACCI information assurance and cybersecurity program. The Technology Crimes Division (TCD) operates a standalone system, ITACCINet, and the CAAT Division operates the OIG Data Analytics System (ODAS). The ITACCINet is used only by ITACCI personnel and the ODAS is used primarily by OIG audit and investigative personnel. The ISSM serves as the liaison and primary point of contact and coordination between CAAT and TCD personnel responsible for the information assurance/cybersecurity activities in ODAS and ITACCINet and between ITACCI and the Department, if required. The ITACCI ISSM's responsibilities include:

* Advising the AIG, Deputy AIG, and CAAT and TCD Division personnel on security risks associated with current and planned information systems.
* Oversees and coordinates activity by ITACCINet and ODAS system-level Information System Security Officers.
* Developing, implementing, overseeing, and monitoring a program of assessment and authorization for ITACCI systems, data, and infrastructure to ensure that all systems have a valid Authority to Operate (ATO).
* Ensuring that ITACCI systems are in compliance with information assurance/cybersecurity policy and reporting the status to the AIG and DAIG.
* Serving as a member of the ITACCI Change Control Board.
* Providing input to security awareness and related training programs and distributing security awareness information to ITACCI personnel, as appropriate
* Remaining current on duties pertinent to roles and responsibilities of an ISSM.

The position requires expert-level and comprehensive knowledge of a wide variety of activities related to information technology (IT) network infrastructure for operational continuity, including, mid-tier servers, local area and wide area networks. The incumbent performs ED OIG information technology (IT) analytical tasks involving the implementation, and security of complex IT systems in support of ITACCI programs. The incumbent is part of a team that manages contracts for work such as standard system maintenance, redesign, IT support, security and testing.

Qualifications

Basic Experience Requirements

You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Minimum Qualification Requirements

You may meet the minimum requirements for the GS-14 if you possess:

One year of specialized experience equivalent to at least the next lower grade level (GS-13) in federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position (see description below).

Specialized Experience for the GS-14:

One year of experience equivalent to the GS-13 performing all three (3) of the following duties or work assignments:

1. Experience in applying advanced INFOSEC principles, standards, and practices sufficient to accomplish assignments such as (1) developing and interpreting strategies and policies governing the planning and delivery of information assurance services throughout ITACCI; (2) providing expert technical advice, guidance, and recommendations to management and other technical specialist on information technology issues.

2. Experience in applying new developments to previously unsolvable security problems; making decisions or recommendations that significantly influence important Information Assurance policies or programs.

3. Experience in applying project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of a wide variety of activities related to IT network infrastructure for operational continuity, including mid-tier servers local area and wide area networks.
