Help Duties Summary

The Strategic Service Management Office (SSMO) provides planning, executing, monitoring and controlling of the contract(s) for FAA enterprise-level IT Support of awarded vendor(s) and related services. The SSMO provides an industry standard service delivery model, a focus on improving agency services, new processes, innovative services, agility and strategies and an emphasizes on remote support in lieu of on-site support.

Responsibilities

If selected, the incumbent will be responsible for the following:

Leading complex IT projects/programs including systems upgrades and installations, technology outsourcing, and IT security initiatives.

Ensuring that innovative ideas and processes are encouraged.

Applying comprehensive technical knowledge, from initiation and planning to execution and closing. Using technical knowledge you will target technical issues and work to get problems resolved.

Applying comprehensive change management knowledge, from initiation and planning to execution and closing. Leverage change management practices to ensure the successful transition from staff augmentation level to vender service model.

Directing and overseeing matrixed project teams and efficiently identifying and solving project issues and risks.

Ensuring activities are completed in accordance with the project scope, within the approved schedule, and plan and manage budget constraints.

Demonstrating leadership to define requirements and plan project lifecycle deployment; define resources and schedule for project/program implementation.

Creating strategies for risk mitigation and contingency planning as well as plan and schedule project deliverables, goals, and milestones.

Ensuring appropriate standard project practices and procedures are established and followed. This includes approval procedures, development methodologies, deployment practices, production turnover procedures, and meeting key project documentation requirements.

Coordinating with technology system analysts on IT-specific issues that may impact a project's success.

Managing vendors or work with separate vendor managers to ensure that the activities of service providers support the PMLC and adhere to the System Development Life Cycle (SDLC).

Leading organizational change from service delivery staff augmentation model to a vendor service model.

Working on Acquisition Category (ACAT) projects levels 1 through 5. A Project Management Institute's (PMI) Project Management Professional (PMP) Certification is desirable.

Identifying risk and mitigation in a complex project.

* Communicating clearly and concisely complex issues with both employees and upper management.
* Managing multiple, related projects in a coordinated way, achieving benefits that could not occur if the projects were handled separately.

Travel Required

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for this position at the FV-J, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience for the J band may include but is not limited to: Experience planning, organizing, executing, and controlling all or a major potion of IT projects with a significant emphasis on program/project management applications.
