This position is located in the E-Mail Division, Messaging Systems Office, Deputy CIO for Operations, Bureau of Information Resource Management (IRM/OPS/MSO/EML), in the U.S. Department of State (DOS). The position acts as an information technology (IT) Specialist and Information Systems Security Officer (ISSO) in administering the information system security program for the Division.

Responsibilities

* Administers EML's information systems security program and implements program responsibilities in accordance with 12 FAM 600.
* Works with IT management to plan and advance e-mail, instant messaging and associated resources for the organization.
* Strengthens confidentiality, integrity and availability of security systems through effective implementation, maintenance and enhancement of information system security controls, programs, policies, procedures and tools.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants applying for the GS-13 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

* Attention to Detail - Applies knowledge of IT standards, processes, advanced information systems and concepts and information architecture design, practices and principles to oversee and coordinate information assurance, information resources strategies and planning and information systems and network security activities and functions.
* Customer Service - Trains users on the practice of information security procedures and provides instructions on user rules of behavior that prohibit personal use of Departmental systems.
* Oral Communication - Communicates effectively with Division and Office management and staff, and prepares and presents substantive security briefings and recommendations to senior management.
* Problem Solving - Proactively reviews and acts to improve e-mail system and network components, and recommends re-engineering support processes designed to identify potential security problems and prevent security breaches.

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

* Experience identifying, analyzing and recommending solutions to complex and unique technical security problems, and identifying new concepts, approaches, criteria and methods for enhancing security protocols and controls.
* Experience utilizing configuration and inventory tracking tools to verify and report compliance with system security mandates governing patch management, anti-virus and other security requirements for classified and unclassified enclaves.
* Experience ensuring procedures are in place for continuity of operations, contingency planning and disaster recovery of classified and unclassified e-mail and other Division enterprise messaging systems.
* Experience performing periodic risk assessments and security inspections, and conducting continuous monitoring to effectively gauge the state of risk of to production enterprise email and other messaging systems.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.
