These positions are assigned to Farm Production and Conservation (FPAC) Business Center (BC), Information Solution Division, Service Strategy and Planning Branch, located in Fort Collins, CO; Kansas City, MO; or Washington, DC.

Responsibilities

* Participates fully with management teams in the development and formulation of plans, policies and programs in the areas of Information Technology (IT) as it relates to the agency.
* Leads the development of an enterprise IT modernization plan.
* Defines and publishes high-level solution architectures for key initiatives and major projects.
* Formulates and executes management processes for information technology investment decisions, including a process for maximizing the value and managing the risk of IT acquisition and implementation.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement specialized experience, as defined below.

For this position, individuals must have IT-related experience demonstrating each of the four competencies

listed below.

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

For the GS-14 level:

* Applicants must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that demonstrates experience 1) applying a wide range of information technology laws, regulations, policies and precedents sufficient to provide comprehensive advisory services involving Enterprise Architecture systems and work processes; 2) managing a team to resolve complex information technology business, data, solution and security architecture problems; AND 3) providing project management expertise to include project planning, defining scope, requirements, deliverables, implementation and quality assurance which align with strategic goals.
