Help Duties Summary

This position is located in the Network and Systems Management Branch, Security Systems Integration Division, Office of Security Technology, Countermeasures Directorate, Bureau of Diplomatic Security.

The incumbent will serve as the expert on identity management policy and technology, Identity Credential Access and Monitoring, and Homeland Security Presidential Directive 12 (HSPD-12) which collectively is chartered with establishing and architecting the Department's single cyber-identity.

Responsibilities

* Serves as the Department's expert on Identity Credential Access and Monitoring policy and technology, and Homeland Security Presidential Directive 12. Responsible for management identities for ICAM processes and controlling ICAM.
* Provides senior management with policy recommendations to ensure compliance with HSPD-12, OMB M-11-11, current OBM ICAM guidance and FIPS 201 requirements. Approves policies for implementation into FAM and FAH.
* Applies expert knowledge of HSPD-12 system design, configuration, installation, and integration necessary to maintain current system and implement cyber-secure interface with other systems.
* Oversees establishment and maintenance of systems reliability and infrastructure capability. Establish system deployment schedules. Oversees training and certification for system operators.
* Serves as a COR, conduct strategic planning, budget forecasting, executing project oversight, developing program cybersecurity initiatives, providing guidance on identifying programmatic changes, overseeing technological integrations.

* Must be able to obtain and maintain a Top Secret security clearance.

* Verification of employment eligibility in the United States is required.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants applying for the GS-14 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

* Attention to Detail - Incumbent demonstrates a high level of attention to detail by applying personal knowledge and ability to identify particularities unique to advanced cyber threats, and other threats to critical network infrastructure, provides sound recommendations for mitigating, improvements or updates to computer security policies, and is meticulous in the application of crucial technical specifications and requirements as they relate to security.


* Customer Service - Incumbent demonstrates a high level of ability to serve customers by advising and counseling managers or other officials to accept and implement recommendations on remediation of cyber threats and explain how it would affect individual servers and networks.


* Oral Communication - Incumbent demonstrates a high level of skill in communication orally. Ensuring all levels of management and personnel are aware of, understands and adhere to system security policies and procedures.


* Problem Solving - Incumbent clearly demonstrates the ability to solve and prioritize problems to enhance personnel effectiveness. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
* Experience implementing information technology and cyber-security policies, data and system requirements.
* Experience overseeing and managing software, network systems and network architecture to incorporate logical authentication processes.
* Experience managing a Identity Management Program.
* Experience planning and implementing cyber-secure authentication to systems and networks.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-14 position.
