These positions are assigned to Farm Production and Conservation (FPAC) Business Center (BC), Information Solution Division, Service Delivery and Operations Branch, Conservation Section, located in Fort Collins, CO; Kansas City, MO; or Washington, DC.

Responsibilities

* Leads, coaches and guides the team staff that are responsible for the design, development, testing, analysis, deployment and implementation of software in order to provide system development lifecycle (SDLC) support for enterprise systems.
* Responsible for the oversight and execution of IT projects and programs to ensure that NRCS?s IT initiatives align with the Department's policies and guidelines, including EA, security, and capital planning.
* Determines and directs the IT principles, practices, and methods to employ in all phases of project and program management.
* Provides financial management, cost estimating and acquisition support for all phases of the program management and system development lifecycle.
* Develops plans and schedules, estimates resource requirements, defines milestones and deliverables, monitors and manages activities, program and project budgets, and evaluates and reports on accomplishments.
* Conducts feasibility assessments and continually monitor, tracks and reports on program and project progress.
* Participates in the development and management of IT budgets at the program and project level.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:

Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.)

For this position, individuals must have IT-related experience demonstrating each of the four competencies

listed below.

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

For the GS-14 level:

Applicants must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that demonstrates experience 1) executing IT program and project management principles and techniques, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, managing project budgets, and reporting on accomplishments sufficient to ensure the integration of IT programs and services; AND 2) collaborating with internal and external staff on information technology program and project management plans, including providing leadership to individuals and project teams and demonstrated experience in leading specialized IT staff.
