Position Description:

The ideal candidate experience must include technical experience developing a software capability of similar or larger size and complexity as SPECTRUM XXI. The expertise must provide required technical software development knowledge. The individuals should demonstrate expert-level programming experience developing massively parallel software.

The legacy SPECTRUM XXI application is a client/server, Windows-based software system that provides frequency managers with a single information system to address spectrum management automation requirements. SPECTRUM XXI supports operational planning and management of the radio frequency spectrum with an emphasis on assigning compatible frequencies and performing spectrum engineering tasks. SPECTRUM XXI is the Joint standard system for spectrum management throughout the DOD. It has also been adopted by the National Telecommunications and Information Administration (NTIA) for processing frequency records for federal agencies. SPECTRUM XXI was also provided to over 22 foreign nations through Foreign Military Sales (FMS) and these efforts have paid off with SPECTRUM XXI being used by all NATO International Security Assistance Forces spectrum management elements in the Afghan Area of Operations.

SXXI is a mission critical National Security System (NSS) used by the Department of Defense (DOD), National Telecommunications and Information Administration (NTIA), other U.S. Federal Agencies, North Atlantic Treaty Organization (NATO) and foreign allies for strategic and tactical operations. The system is designated as the DODs Joint Frequency Assignment system, and it has been in use operationally at the DOD since 1999. The system provides a suite of tools and workflow automation to process frequency requests and manage use of the electromagnetic spectrum (i.e., radio frequencies).

DOD, NTIA and International instances/versions of the system exist and operate on different networks. They share a common codebase, however some features and data are only available to the DOD. SXXI follows a client-server architecture, and the SXXI client contains the following modules: Frequency Assignment, Interference Analysis, Electronic Warfare, Joint Restricted Frequency List (JRFL), Engineering Tools, Compliance, Allotment Plan Generator, Data Exchange, Topo Manager, Spectrum Certification System and System Tools. It interoperates with the NTIA Federal Spectrum Management System and any system that complies with the Standard Frequency Action Format (SFAF) frequency record data standard. No existing Commercial-off-the-Shelf (COTS) system or other Government-off-the-Shelf (GOTS) system meets SXXI system requirements.

Leads the overall development effort; provides tactical direction for teams to meet strategic goals from engineering teams; provides technical direction to sprint teams; ensures schedule and deliverables being met.

Establish system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems. Design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. Ensure these systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and ISO reference models, and profiles of standards - such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of information management solution of the application platform, across the Application Program Interface (API), and the external environment/software application. Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models. Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action. Provide daily supervision and direction to staff.

* Expertise in .NET Framework including .NET Core, Windows Presentation Foundation (WPF), Windows Communication Foundation (WCF), and Entity Framework (EF)
* Proficient in designing highly available web services
* Proficient in defining system requirements and appropriate implementations
* Experienced in designing and implementing highly parallel algorithms
* Experienced leading teams to meet release plans
* Familiarity with container platforms such as Docker

Position Requirements/Qualifications:

Education and Certifications

Bachelors Degree in Computer Science or Equivalent Degree

Knowledge and Experience

* Minimum 5 years software development experience
* Minimum 4 years experience developing software applications using an Agile development framework
* Experience with a .NET-compatible language such as C#
* Experience with Extensible Stylesheet Language Transformations (XSLT) and Extensible Markup Language (XML) or alternatives
* Experience with automated testing
* Experience with CI/CD pipelines

Desired Experience

* DoD SECRET clearance is required
* Experience with development environments using multiple processor cores on the client and, when hosted on the Server Infrastructure, support massively parallel operations across cores, processors and servers in hardware-based and virtual/cloud-based environments is desired
* Experience with Public Key Encryption (PKI) authentication and username-password authentication is preferred
* Experience with spectrum (radio frequency) management systems (commercial, government or DOD) is a plus
* Experience with Earned Value Management systems for cost and schedule compliance and reporting is a plus
* DOD software development experience is a plus
* Software modernization experience is a plus
