Job Description

Position Summary: In alignment with the Mayor's Equity and Excellence agenda, the Division of School Planning and Development oversees a broad range of DOE offices and functional areas, including the Office of Space Management, Office of District Planning, Office of School Design and Charter Partnerships, Office of Nonpublic Schools, Impartial Hearing Office, and the Educational Construction Fund. The Division also coordinates interagency work with the School Construction Authority and Educational Construction Fund, manages relationships and operational interactions with public charter schools and non-public schools, and administers the impartial hearing process for parents seeking relief pursuant to IDEA.

Within the Impartial Hearing Office (IHO), the Impartial Hearing System Administrator will ensure the timely and efficient entering and processing of data in the Impartial Hearing System (IHS). Under general supervision, this position performs technical support activities related to troubleshooting problems associated with the File Transfer Process (FTP) of data between IHS and the New York State Education Department's Impartial Hearing Reporting System (IHRS). The Impartial Hearing System Administrator assists IHO management and the Division of Instructional and Information Technology (DIIT) with monitoring systemic data failure issues. The selected candidate must have knowledge of IHS and the New York State Education Department's IHRS. Performs related work.

Reports to: Deputy Chief Administrator

Direct Reports: N/A

Key Relationships: Works closely with staff from IHO and DII, as well as NYSED's Certified Hearing Officers and NYSED's Office of Special Education, P-12 Due Process Unit.

Responsibilities

* Performs data entry in IHS.
* Monitors daily NYSED Office of Special Education, P -12 Due Process Unit, FTP error log.
* Conducts outreach to NYSED's Certified Impartial Hearing Officers regarding data provided to the office to obtain additional information as required.
* Corresponds with DIIT and NYSED's Office of Special Education, P-12 Due Process Unit regarding FTP data errors.
* Corrects FTP error transactions.
* Interfaces with IHS users, IHO Office management, and DIIT regarding transaction processing.
* Maintains the list of available NYSED Certified Impartial Hearing Officers and updates as necessary.
* Maintains records on Impartial Hearing data entry and transfers.
* Utilizes and maintains Impartial Hearing System Cognos reports.
* Participates in training NYSED Certified Impartial Hearing Officers on IHO policy and procedures.

Qualification Requirements:

Minimum

* High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
* Education and/or experience which is equivalent to "1" above.

Preferred

* Bachelor's degree.
* Knowledge of the Impartial Hearing System.
* Knowledge of NYSED's Impartial Hearing Reporting System.
* Knowledge Windows Operating Systems.
* Knowledge of MS Office suite software.
* Excellent communication and interpersonal skills.
* Ability to write clearly and concisely.
* Ability to understand provisions of applicable laws and regulations.

Salary: $37,121+

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
