Job Description

Overview

The HRIS Manager for Data and Systems Administration is responsible for implementing and maintaining HRIS solutions based on strategic and functional needs. This includes overseeing the data management function and its day-to-day operations, as well as security processing, ad-hoc reporting, benefits administration, self-service, auditing / data integrity, testing, data integration / interfaces, Peoplesoft and cloud systems administration, intranet content and support, and continuous process improvements. This role manages the systems administrators and data management support team, who are responsible for all HR transactional processing. The manager provides training, mentorship, guidance, support and performance feedback. Works closely with vendors, HR staff and IT development teams to gather and organize requirements, vendor documentation, writing functional specifications, testing, troubleshooting and documentation for new or modified functionality/systems. Will provide project leadership and interact with all levels of the HR and IT organization. In addition, will oversee the planning, prioritization and execution of the HRIS portfolio of projects.

The HRIS Manager demands a high degree of consultative skills, understanding of HR processes and practices, HR systems knowledge and problem-solving skills.

Responsibilities

Systems Management

* Leads 2 Systems Administrators and 1 Data Management Coordinator who are responsible for the administration of HR systems, such as Peoplesoft, ICIMS, eForms and other solutions.
* Identify continuous process improvements across HR by leveraging technology or redesigning business process. Conduct business process design sessions.
* Works with all areas of HR to evaluate business processes and recommends system design changes and upgrades based on efficiency of current system and user needs. Designs systems specifications and works with technical team members to ensure proper interpretation of business requirements.
* Build and maintain strong partnerships with key stakeholders across the organization.
* Develops, manages, and supports self-service functionality (ESS/MSS). Design self-service features based on future needs to improve user experience and continue to leverage technology.
* Manages vendor relationships for 3rd party vendors to ensure they adhere to established processes, meet agreed upon service levels and promptly address issues/problems.
* Working closely with an external vendor, oversees the data and systems aspects of benefits enrollment and life events integration with the vendor. Write and runs queries to audit benefit data as needed. Works closely with the benefit team to review data and processes to launch open enrollment annually.
* Oversees the billing and retroactive deductions processes.
* Functional subject matter expert in the development, configuration, implementation, and maintenance of the PeopleSoft HRMS benefits system. Works closely with benefits staff in support of benefit plan changes and ensures set up tables comply with latest policy and applicable government regulations; manages complex benefits set up tables.
* Responds to escalated benefits and benefits self-service systems requests and service support cases in a timely manner. Collaborates with the technical team to analyze and resolve reported systems issues.
* Generates and develops custom reports to meet the needs of functional areas using PeopleSoft query and the Cognos Reporting tool. Submits written specifications to IT programmers when an SQR report is required.
* Liaison between IT programming staff and benefits staff.
* Responsible for testing and troubleshooting of systems.

Data Management

* Leads the HCM data management activities for the day-to-day transactional work to support HR, benefits, payroll, and other interrelated functions.
* Provides overall prioritization of work assignments and management of functional team resources and their activities. Provides coaching of direct reports.
* Troubleshoots issues related to transactional work and offers guidance to staff when issues arise.

Auditing/Reporting

* Accountable for integrity of employee and benefits data. Develops and maintains standards and controls to ensure data integrity and compliance in HCM applications. Ensures HRIS team members regularly audit data.
* Monitor data integrations with third-party systems to ensure the validity of process.
* Oversees the creation and continued maintenance of audit packages to improve data integrity and compliance.
* Liaises with Office of Audit and Compliance on data risk audits and ensure compliance.
* Runs audit queries on a daily basis to verify consistency and accuracy of data. Resolves data errors, monitors process controls and troubleshoots data integrity errors.

Portfolio and Project Management

* Leads and manages designated projects for the implementation of new or enhanced services or functionality.
* Initiates projects, working closely with HR, IT and other departments and vendors. Develop project proposals and estimates that reflect understanding of business requirements and relevant technology solutions. Ensure business requirements are appropriately identified, analyzed and documented.
* Develops proposals and IT project submissions for HR IT projects annually.
* Review Statement of Work proposals and manage vendor hours and work product to ensure the successful implementation of a project.
* Manage the Architecture Security Review process with external vendors as required.
* Manages the HRIS portfolio of projects for the Data and Systems Administration function. Provide input into resource planning - prioritization, roles, resource hours and timing.

Qualifications

* BA/BS or equivalent experience required
* 7 to 10 years HRIS experience along with functional Human Resources knowledge required
* Minimum 5 years management/supervisory experience
* Human Resources Systems implementation and upgrade experience required within PeopleSoft HCM or other ERP systems required. Experience with implementing and supporting cloud solutions preferred.
* Strong functional/technical skills including advanced experience with Excel; Cognos Analytics and/or Tableau experience preferred
* Strong project management, ability to successfully manage multiple tasks at any given point, strong relationship building and communication skills.
* Broad knowledge of HR practices, reporting needs, data analysis and data audit
* Strong analytical skills and attention to detail
* Exceptional customer service, organizational skills and ability to manage multiple priorities
* Excellent verbal and written communication skills; ability to communicate with individuals across all levels in a clear, concise, and professional manner
* Ability to work independently, meet deadlines, multi-task and work in a fast paced environment
* Demonstrated ability to exercise good judgment in evaluating situations and making assessments for decisions required
* Ability to work with highly confidential information and maintain discretion
