Job Description

ASRC Federal Technical Services is seeking a GOES Spacecraft Power and Command, Control, Communications Systems Engineer in Suitland, MD.

Summary:

This "GOES Spacecraft Power and Command, Control, Communications Systems Engineer" position with Arctic Slope Technical Services will provide engineering support for both the Geostationary Operational Environmental Satellite (GOES) N and GOES-R series constellations as a part of the Engineering and Mission Operations Support Services V (EMOSS-V) team based in Suitland, MD. This position requires proven education and experience to demonstrate capacity to perform satellite flight and ground system engineering at a high-performance level. Our client is responsible for engineering and mission operations support for environment monitoring satellites managed by the National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product Operations (OSPO). Position requires application of knowledge and skills to wide areas such as: space and ground segment system engineering, real-time on-orbit operations, spacecraft command/control, telemetry procedure development, data base development/maintenance, space systems communications, software test/command script development, training and operations procedure development. Candidate must possess excellent written, verbal and presentation skills.

Duties:

* Verification of nominal daily operation and performance.
* Perform analysis, trending, and reporting of spacecraft power, command, control and communications subsystems and ground systems to ensure space-to-ground, end-to-end performance
* Perform integration and testing of Space-Ground-Communication equipment
* Perform real time troubleshooting and analysis during satellite and ground systems anomalies
* Coordinate and participate in ground software release regression, operational and parallel testing to include monthly IT security patches.
* Review and control proposed changes to the operational baseline using configuration management practices.
* Develop, document and maintain operational procedures
* Propose new or execute improvements to processes and tools that will increase long term reliability, monitoring, and anomaly detection capability.
* Provide 24/7 on-call contingency support to real-time operations.
* Preparation of regular reports and liaison with internal and external personnel.
* Provide training to NOAA Control Center Team (Aerospace Engineering Technicians and Controllers)
* Coordinate with many internal and external partners, including the Mission Operations Support Team (MOST), Command and Data Acquisition Station (CDAS) team, NOAA Systems, Support, and IT branches
* Provide on-console engineering support during spacecraft maneuvers and critical operations

Position will co-develop and execute a methodology for identifying, classifying and implementing a set of best practices that can increase the quality of mission operations support services provided to OSPO. Position will enable delivery of best value to OSPO to positively impact team performance and mission execution and include lessons learned to avoid or mitigate risk. Position will provide a historical overview of problems to assist in decision-making relative to operations effectiveness, process, or procedural changes over time.

Knowledge, Skills and Abilities:

* Bachelors degree in Engineering, Computer Science, Information Systems, or other related disciplines and 5 to 7 years of experience.
* User experience with Window XP/NT, Linux and Unix operating systems
* Shell scripting and aliasing

Highly Desired:

* Preferably with experience in software development and validation. Internship, course work/projects in space dynamics, satellite remote sensing are a big plus and can be considered as experience but will be evaluated on the case by case basis
* Programming in languages such as C++, Visual basic, PERL, JAVA
* Experience using multiple operating systems, including Unix, Windows, and RedHat
* Knowledge of industry programming languages, including PERL, Python and JAVA
* Advanced use of Excel, Visio, PowerPoint, Access
* Ability to create and conduct informative and high-quality presentations on complex operational subjects.

Work Environment and Physical Demands:

* Work in typical office building during a standard 40-hour week. Twenty four hour on-call for satellite and ground system emergencies. Occasional deadlines or operational conditions require non-standard hours and longer hours.
