SAIC, in support of the Department of Homeland Security (DHS) - United States Citizenship and Immigration Services (USCIS) - Office of Information Technology (OIT), will deliver enterprise Architecture and Engineering Services (AES). These services will include design, engineering, and implementations for the entire USCIS global enterprise. SAIC is looking for an AES team experienced and proven in terms of technology and IT modernization in the US Government Enterprise space.

Analyzes functional business requirements and design specifications for functional activities. Should provide identification/fixing for the problems within existing systems design/implementation of new systems, enhances the existing systems and participates in analysis, design and new construction of next generation IT systems. Responsible for understanding the needs of the customers and the realities of commercially available IT products, and creating requirements that will allow implementation by the architecture and engineering team and COTS products. Must possess experience of system engineering in one or more areas including telecommunications concepts, computer languages, operating systems, database/DBMS and middleware.

Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the task order-level Task Managers (TM), Government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems, including the development of conceptual systems requirements; systems integration requirements; systems phasing plan; business application consultation; problem tracking/management; and preparation and delivery of presentations.

The Engineering Manager will be responsible for oversight and delivery of the following:

* Infrastructure Engineering Across Cloud Environments including:

oProvide for cloud integration engineering services and automation of environment builds and patching

oDevelop monitoring solutions and developing automation for recovery of systems after failures

oProvide strategies and feasibility studies on FedRAMP cloud services to provide support to system development projects

oEnsure Clouds and components for the systems are reliable via a robust monitoring

oDevelop hybrid cloud solutions for moving workloads between cloud environments

oDevelop Cloud Playbooks for Network Connectivity (Virtual Private Networks (Internet and High Speed), IP addressing, Directory Services, Domain Name Services, and Certificates for new systems in cloud environments

* Platform Engineering Services including:

Provide platform engineers to lead DevOps system teams in development and operational support in terms of designing the logical and physical architecture including connectivity internally and externally for the system

oEstablish and implement performance monitoring criteria for various product components and owners (business community, developers, and operations etc.)

oCollaborating, coordinating, and communication with developers, change management, operations (platform engineers, network, active directory, system administrators, database administrators, cloud engineers) and security teams to implement systems in cloud environments

oResponsible for enabling growth and scaling for systems in cloud environments

oProvide guidance in automating routine tasks to reduce workload

oDevelop in concert with the developers Disaster Recovery Plan to implement and test

oPlan, implement backup and recovery systems and procedures

* Engineering and Implementation Service including:

oEngineering Designs/Templates

oCircuit Order Logistics

oProject Management

oManagement of the Infrastructure Service Request (ISR) process

oEngineering subject matter expertise in information technologies concerning data center platforms (e.g. Unix, Windows etc.), infrastructure tools and products, network, voice and video, databases (e.g. Oracle, SQL etc.), virtualization and automation for provisioning, etc.

oCable Plant Management

oSecurity Systems Engineering

oInfrastructure Implementation

oOperate the Technology Assessment Center (TAC) & Image Lab

Qualifications

REQUIRED:

Bachelor's degree in Engineering or related technical degree preferred and 14+ years of experience, Master's degree and 12+ years of experience. May consider Bachelor's degree in Program Management / IT Business / Computer Science / or related technical degree. May consider additional years of experience with Associates degree.

A minimum of seven (7) years of experience in project and program management including:

* At least five (5) years of experience managing IT projects and programs.
* PMI Project Management Professional (PMP) or equivalent certification.
* Proven experience with managing using Dev Ops concepts.
* Exceptional technical aptitude and effective written and verbal communications skills.

Must be a US citizen with the ability to obtain a DHS EOD or a BI Security Clearance
