Description:

The Systems Engineering and Integration for the National Systems (SEIN) for Geospatial-Intelligence program delivers full life-cycle systems integration and engineering services to the missions of its customer. This program is chartered to provide technical leadership for many of the National Geospatial-Intelligence Agency's (NGA) highest priorities and projects.

The position will directly support the GEOINT Enterprise Partner Engagement (GP) Office, specifically the NSG Enterprise Request Framework (NERF) providing systems engineering of requests entered into the NERF and via the Request Management Team to achieve desired outcomes. Maintain consistency with the Agency's Requirements processes and CIOT Strategy while developing engineering artifacts, requirements documentation, and business cases. Ensuring that management is informed of all issues, risks, and opportunities in a timely manner. Fostering and maintaining collaborative relationships with the office of primary responsibility (OPR), matrixed technical office, and process stakeholders, driving mission success and efficiencies for the Team, Branch, and Division.

A NERF Systems Engineer, the successful candidate will capture and translate mission and customer requirements in order to transform them into capabilities, testing, and validation of services, coordinating the integration of systems and services into the enterprise architecture. Specific task responsibilities may include but not limited to:

* Develop, communicate, and participate in systems engineering projects and/or boards; apply in-depth knowledge in external committees and working groups that plan, collaborate, and execute systems programs and initiatives.
* Develop and maintain performance measures for capabilities and programs; clear, consistent, testable acceptance criteria with proper traceability.
* Implement and execute strategic plans and programs in coordination with senior internal and external stakeholders.
* Oversee day-to-day operations and integration of business case development for the NSG Capability Requests made of NGA.
* Performing analysis of capability needs and technical solutions to support system-level specifications and engineering requirements; and linking those requirements to appropriate documents to identify and report opportunities for Intelligence Community reuse, prioritization of deliveries, and retirements.
* Coordination with both internal and external customers to elicit, define and capture strategic and system-level capabilities/requirements to satisfy mission objectives.
* Establish and maintain capability and enterprise requirements baseline integrity in consonance with sound engineering principals supporting configuration management.

Required Qualifications:

* TS/SCI Clearance (with a current SSBI and counter-intelligence polygraph, both favorably adjudicated within the last 6 years)
* Bachelor's degree in System's Engineering or related technical experience in computer science and / or information systems
* 16+ years system engineering or system development experience or equivalent experience/combined education Intelligence Community or Department of Defense experience
* 10+ years of agency-specific experience with NGA and/or its IC partners
* Systems Engineering and Integration experience working with National System for Geospatial Intelligence (NSG) / NGA or GEOINT Mission Partner systems/segments/services
* 4+ years' experience supporting IC, NSG or NGA missions.
* 3+ years' experience working DoD Services and Combatant Commands.
* Working knowledge of Agile Engineering Principles; Lean Startup, Scrum Agile or SAFe Agile methods.
* IT Requirements management processes, with an understanding of the NGA IT infrastructure and associated systems.
* Knowledge of Business Case Development with an ability to support and deliver IT Policies and SOP's
* Excellent written, verbal, and presentation skills with an ability to communicate in a clear and concise manner
* Ability to work independently and effectively in a diverse environment with teammates, customers, and mission partners and senior leaders
* Very strong interpersonal, problem solving, organizational and multi-tasking skills
* Strong customer service mindset

Desired Qualifications:

* Demonstrated working knowledge of the NGA organization and programs
* Working knowledge of the NSG and NGA acquisition processes
* SME level understanding of the synergy between architecture and requirements
* Experience in development and use of requirements taxonomy
* Experience with the Intelligence Community Program Architecture Guide (IC PAG)
* Working knowledge of the IC JARM
* Previous Technical or Document POC experience with configuration management of controlled items
* Request for Change (RFC) authorship experience
* INCOSE SE&I certification
* Project / Task Leadership skills and experience
* Proficiency with Microsoft Office applications
