Job Description

The Director of Federal Security and Compliance is responsible for creating and implementing QTS's industrial security program and ensuring company and customer security requirements are met. The successful candidate will interface with all levels of company and government personnel to ensure security compliance with National Industrial Security Operating Manual (NISPOM), Department of Defense (DOD) Contract Security Classification Specification (DD- 254), and Intelligence Community program classification guidelines. The candidate must be an expert in conducting security self-inspections, applying risk mitigation methodologies, implementing security measures, and providing lifecycle security support to strategic programs at multiple company locations. The Director of Federal Security and Compliance must possess the confidence to make critical security decisions concerning high-value contracts and implement security procedures that will prevent unauthorized access to company and government facilities or information.

RESPONSIBILITIES, other duties may be assigned.

* Create, implement, and oversee QTS's National Industrial Security Program (NISP)
* Ensure security compliance with National Industrial Security Operating Manual (NISPOM), Department of Defense (DoD), Contract Security Classification Specification (DD-254), Intelligence Community Directives (ICD's), and any other strategic program classification guidelines as required.
* Represent the company at industrial and national security working groups, forums and associations.
* Report to Board and Executive Level Management Security Program budgets, timelines and processes.
* Develop and implement site security procedures to ensure full compliance with government classification guidelines.
* Manage Site Physical Security Staff and security vendors in coordination with Site Facility Directors at multiple sites.
* Deliver all necessary security reporting and prepare security programs for mandatory governmental compliance inspections.
* Administer day-to-day Physical Security such as: personnel processing, write violation investigation reports, and administer JPAS with support of staff in multiple locations.
* Perform DSS Security Vulnerability Assessments (SVA) and self-inspections.
* Manage security clearance lifecycle for employees and subcontractors supporting sensitive government programs.
* Develop and administer company security training plans
* Develop and Manage the Insider Threat Program and Processes and communicate in coordination with Facility and Information Technology Staff throughout the organization for compliance.
* Consult with the QTS Federal Business on establishing new products and offerings that require NISP/ICD compliance. Meet with customers and prospects as necessary to convey QTS compliance posture and competency.
* Manage a security operations team as scope of the business grows.
* Manage facility Site and System Security Plans (SSP) as required.
* Develop procedures for the operation of Access Control systems and Intrusion Detection Systems. This includes developing intrusion response plans.
* Manage QTS Federal Safeguarding and Secure Area Requirements and Program.

BASIC QUALIFICATIONS:

* Bachelor's Degree or equivalent professional experience
* Ten or more years of experience as Facility Security Officer (FSO)
* Ten or more years of experience working in NISPOM, DoD, and Intelligence Community security guidelines
* United States Citizenship
* Active TS security clearance with eligibility for additional accesses as needed
* Ability to travel 30% to multiple US sites

PREFERRED QUALIFICATIONS:

* Prior military experience desired but not required
* Prior experience in standing up and implementing NISPOM compliant programs
* Prior leadership experience

KNOWLEDGE, SKILLS AND ABILITIES:

* Experience developing and implementing security procedures
* Excellent interpersonal skills with the ability to interface with all levels of the organization
* High level of writing and communication skills
