Design Engineering Manager

Primary Location: Northern VA

Security Clearance: Active TOP SECRET and must be eligible for SCI access

This position is contingent upon award

Job Summary

Obsidian Solutions Group (OSG) is seeking a highly qualified Design Engineering Manager to lead our work at the US Department of State (DOS) supporting the Overseas Security Installation Services (OSIS II) contract. The Design Engineering Manager is responsible for leading a team of Design Engineers and computer-aided design (CAD) Operators. This person will act as the government's point of contact for all design related activity. The ideal candidate should have direct/first-hand experience working with DOS, Bureau of Diplomatic Security (DS), within the Office of Security Technology (ST).

Key Accountabilities

* Conduct technical security assessments and recommend security upgrades to deter terrorism and technical espionage.


* Identify security risks, analyze those risks, and specify system requirements and procedural measures to ensure the integrity of stand-alone computers and network information systems.


* Produce a variety of written documents including memoranda, trip reports, telegraphic communications with posts; and engineering surveys or service reports detailing specific engineering services planned or performed.


* Specify, design, procure, install equipment or products for technical security and information technology systems, such as:


* Technical systems/closed-circuit television, intrusion detection and alarms, locking devices, access control and denial systems, countermeasures equipment, and acoustic/RF attenuation technologies.


* Computer systems/encryption, firewalls, forensics, network intrusion monitoring, and system security audit products.



Knowledge and Skills

* Ability to logically and objectively analyze problems, apply sound judgment in assessing possible solutions, adjust to changing priorities, and meet tight deadlines;


* Effective written and oral communication skills, and ability to present technical findings in a clear and concise manner to non-technical personnel;


* Knowledge and hands-on familiarity of computer systems, computer security, and familiarity with operating systems, hardware platforms, and networks; and


* Ability to read, interpret and create electrical and electromechanical schematics and architectural drawings, including electrical /mechanical building systems drawings.



Experience and Education

* Bachelor's degree from an accredited university in Electrical Engineering, Computer Engineering, Mechanical Engineering, Electrical and Computer Engineering, or Electromechanical Engineering.


* Minimum of five (5) years of current experience in conducting technical security assessments; product evaluations, performing technical needs assessments and recommending security upgrades.



Physical Requirements and Work Environment

* The position requires the ability to engage in work that can be physically demanding on occasion.



Travel

* Perform extensive travel throughout the world to service overseas embassies and consulates, often in remote locations.
