Computer / Network Engineer

Primary Location: Northern Capital Region, US

Must be a U.S Citizen

Security Clearance: Active Top Secret and eligible for SCI

Job Summary

The Bureau of Diplomatic Security (DS) is the security and law enforcement arm of the U.S. Department of State (the Department). DS is a world leader in international investigations, threat analysis, cyber security, counterterrorism, security technology, and protection of people, property, and information. Its primary mission is to provide a safe and secure environment for the conduct of U.S. foreign policy. The Office of Security Technology (ST) supports the DS mission through the application and use of appropriate technical security countermeasures.

The Countermeasures Program (CMP) and Security Technology Operations (STO) divisions are operational components within ST. CMP is primarily responsible for worldwide technical countermeasures policy for the Department. Countermeasures policies enforce the protection of sensitive and classified information. CMP also manages the overseas technical surveillance countermeasures (TSCM) program.

Key Accountabilities

* Responsible for evaluating new technologies and possible security vulnerabilities associated with them.


* Assist in the planning of policies and guidelines involving state-of-the-art equipment and their possible implementation in State Department resources.


* Responsible for testing the vulnerabilities associated with the software applications and hardware for networks.


* Work with a laboratory focused local area network.


* Design and deployment of network and video infrastructure cabling.



Knowledge and Skills

* Ability to analyze computer and network architectures, to optimize network performance, security, and laboratory testing functionality.


* Must have excellent oral and writing communication skills in order to document testing procedures, results, and recommendation for the secure implementation of tested technologies to senior Department of State managers.


* Ability to troubleshoot a variety of hardware and software issues in a timely manner while under tight time and resource constraints.


* Must have the ability to perform research, test, review and report on emergent technologies.


* Knowledge of use in all major windows applications.


* Detailed understanding and experience in the fluency of mobile Android/iOS/Blackberry.


* Knowledgeable of system architecture, device management and deployment as well as application design.


* Knowledge of active directory application mode, lightweight directory access protocol, and online certificate status protocol.


* Knowledge of bandwidth utilization.



Experience and Education

* Five years of experience with a Master's Degree in Computer Science or Engineering
* OR at least ten years of equivalent work experience with a Bachelor's degree in Computer Science or Engineering or equivalent work experience.




* Experience in configuring, design and maintaining Window servers; designing, configuring, and testing of personal computer and network software components in a laboratory environment.


* Experience in software programming and command line interface.


* Experience in setting up patch management software and backup management solutions; VMWare, C, C++, Objective C, Java, communication protocol implementation, Wi-Fi, RFID, Bluetooth, TCP-IP, VoIP, Linux/Windows/OSX fluency, scripting.


* Experience with commercial and government best practices in securing computers, networks, and mobile devices.



Physical Requirements and Work Environment

* CONUS: Normal office environment


* OCONUS: Travel may include critical threat locations around the world with austere living conditions.



Travel

* May be required to travel OCONUS to conduct installation, training or maintenance at diplomatic facilities.


* Domestic travel may be required for training and program coordination.
