Description

SAIC is seeking qualified candidates to support National Library of Medicine (NLM) Office of Computer and Communications Systems (OCCS) for IT technical support services, systems engineering and architecture, application development, and facilities management.

The Communications Engineer manages, coordinates and performs all aspects of network resource planning, analysis of needs and services and oversees operation and administration of the NLM LAN/WAN infrastructure. This individual designs solutions, plans and executes new implementations, works out new product integration and recommends LAN/WAN improvements. Also works closely with the IT security team members to plan and implement network and security solutions.

Must be able to create network diagrams using software, as well as lead junior staff; perform complex technical analysis; work effectively as part of a team; as well as communicate effectively with team members, managers and Government personnel.

Provides senior level leadership to other technical staff, plans executes and manages complex technical tasks and projects. Maintains communication with Government personnel, hardware/software vendors and service providers. This individual is also responsible for problem identification, recommendations and solutions, as well as maintaining quality standards. Oversees maintenance of systems and supervises contract staff.

Qualifications

REQUIRED:

Bachelors or Master's degree in a technical discipline with 5 years related technical experience. Five (5) additional years of related technical experience, supporting a similar network environment, can be substituted for a degree.

CCNP certification is required.

Extensive experience working with the following family of routers/switches or equivalent routers/switches, as well as remote access equipment:

* Juniper
* Cisco
* Arista
* Nexus

Experience and expertise is required with:

* HP Openview or equivalent network management and monitoring systems
* VPNs
* Firewalls
* LAN probes
* Network analysis equipment
* Ethernet equipment and systems up through multi-gigabit networks

Candidate must be an expert with protocols such as

* TCP/IP versions 4 and 6
* BGP
* OSPF
* Appletalk
* RIP
* NLSP
* HSRP

Must be a Greencard holder or US Citizen and be able to obtain a Public Trust

DESIRED:

Advanced training with Cisco and Juniper networking systems is highly desirable.

Knowledge of NOAA IT Security Program and Policies

Knowledge of NLM OCCS organization and IT Support missions

* Desktop Support
* Network Operations
* System Services - System Engineering and Architecture
* Application Services - Software modernization
* Facilities management

Project Management experience

Sufficient Knowledge of SAIC Enterprise IT and Cyber Security Services in order to identify applicability and benefits to LM OCCS

Experience working with Scaled Agile Framework (SAFe), Kanban, and Scrum
