Clarity Technical Systems Engineer

Location: Washington, DC

Duration: 9 months with possible contract to hire

Description:

Purpose:

* The Clarity Technical Systems Engineer functions by providing vision, and direction for portfolio management systems, ensuring support of the company's business objectives and requirements. Performs technical systems analysis, design, project management and leadership functions for client's complex, heterogeneous Information Technology computing environments. Technical Systems Engineers are subject matter experts and accountable for solutions to leverage the business Project Portfolio Management (PPM) application, i.e. Clarity, for competitive advantage.
* Under the direction of the Portfolio Management Office, the Technical Systems Engineer, the principle duties and responsibilities include, but are not limited to, the following:

Duties and Responsibilities

* Solution Engineering: Design, build and maintain technical solutions of client business and governance processes in Clarity PPM. Design new interface solutions with third party systems within the organization. Design new GEL script-based Process solutions.
* Solution Implementation & Governance: Manage usage of Clarity's PPM modules (Demand, Finance, Portfolio, Project, etc.) and drive evolution of tool functionality with ability to design, deploy, enhance and administer technical solutions. Design and develop and maintain Clarity Dashboards, Portlets, Reports and Executive Management views. Coordinate all requirement and documentation activities with project managers and technical/ functional teams. Perform enhancement management and QA, test case development/ oversight for Clarity work efforts. Design, develop, configure new processes in Clarity per requirements and revise existing workflows as required.
* Solution Management: Manage Clarity's tool technical configuration. Manage existing interfaces with Clarity system. Manage Clarity application servers, business objects servers across the Clarity PPM environments. Understand, design, implement, configure and maintain Clarity Security Model. Manage with Clarity Data Model to design and develop data views, queries and lookups. Configure, monitor and maintain Timeslices, Timesheet, Datamart, Reports. Maintain GEL scripts as required. Perform Data and Configuration migration between various Clarity environments (Dev, Test and Production)

Supervisory responsibility:

Can lead a matrix team of three-ten associates and contingent workers.

Qualification requirements:

Required:

* Bachelor's degree in Computer Science or Engineering or equivalent work experience required.
* 8-10 years of IT experience in planning, development, implementation, and maintenance of systems, preferably across multiple hardware and software platforms. Previous technical experience in a dynamic high-technology environment is a key to success in this position.
* Out of the 8-10 years required, at least 5 years in solution design and implementation of Clarity in a technology lead role working with various teams (business, PMO, technical and functional).

Specific requirements include, but not limited to:

* Master of at least one PPM technology application such as CA Clarity with working knowledge of other related technology tools.
* Demonstrates technical ownership for applications /subsystems.
* Provides integrated subsystem solutions within business constraints.
* Ability to provide functional/ technical design and solution approach
* Ability to support all aspects of project delivery methodology from technology perspective.
* Ability to integrate multiple systems.
* Ability to foster collaboration with business customers in examining solution options and within team
* Excellent written and verbal communication skills with ability to tailor message to the target audience.
* Ability to deliver with high quality.
* Strong understanding of System Life Cycle Methodology.
* Experienced in dealing with the user community.
* Flexibility is essential to this position (candidates should be willing to learn and lead new technologies, to implement new processes, and to take instruction).
* Ability to work independently, assist team members in their strategies.
* Good organizational and documentation skills are essential.
* Ability to analyze issues, identify & document resolutions

* Exceptional PPM tool (Clarity) technology skills to evolve technology and manage tool functionality.
* Demonstrated project management skills, effectively arranging resources and managing multiple small to large projects in a cross-functional environment; ability to analyze project needs and determine resources needed to meet objectives.
* Ability to create original concepts and take heuristic approaches to testing/refining existing theories and to develop new technology approaches to solve problems and seize opportunities to sustain business success. Strong analytical, problem-solving, and conceptual skills.
* Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.
* Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.
* Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Preferred:

Prior Health insurance industry exposure, specific experience with successful large-scale project Clarity work efforts, including implementations.
