This is a Position Based Test conducted in accordance with Civil Service Commission Rule 111A.

The department operates 10 district stations, a crime lab, and a training academy.

Position Description:

The Web Services Team is part of the SFPD Technology Division, Applications Group, under the general direction of the Director of IT Applications. The new 1062 IS Programmer Analyst: Drupal Developer and Designer will help develop and support the SFPD websites, update and support the intranet site, assist in developing media campaigns with the Media Relations Unit, develop the SFPD brand and design for digital and print.

We are growing our Web Services Team! We have developed a new Drupal 8 website with stakeholders and contractors http://sanfranciscopolice.org. As an important member of the SFPD Technology Applications Group Web Services Team, you will be a key contributor in building and maintaining modern websites with the SFPD brand and exemplary user experience design to better serve our community.

We are seeking an outstanding, experienced web developer and designer to help develop and iteratively improve the San Francisco Police Department sanfranciscopolice.org website, the Police Academy website and the San Francisco Police Commission website. Candidates must have strong skills in frontend and backend web development and be ready to collaborate with the website contractors, internal stakeholders and the community. The team member will also assist the SFPD Media Relations Unit to develop the SFPD brand through social media and other creative services. Experience in data visualizations, illustration, photography and print design desirable but not required.

The essential duties of this position include, but are not limited to:

SFPD Websites Development and Support

* Assist in the design, development, enhancement, testing, implementation and support of the new SFPD Drupal 8 website with Department personnel and website contractors focusing on community content, design and user experience.
* Skilled in front and backend web development, including HTML5, CSS3, JavaScript with knowledge of one or more programming languages (i.e. PHP, Ruby, Python, Scala, Java, C++, C# or .Net)
* Write, edit and deliver code that is thoroughly tested for performance, able to handle specified load, and can be maintained over the long-term.
* Understanding of designing for mobile browsers and responsive development (popular frameworks like Foundation, Twitter Bootstrap, etc.).
* Understanding of developing with web accessibility standards including Section 508 and Web Content Accessibility Guidelines (WCAG).
* Work closely with Department personnel to continuously update and provide appropriate content for the websites.
* Assist in reviewing and revising the schedule, budget, scope and deliverables of the SFPD Websites Project with stakeholders and website contractors.
* Troubleshoot and resolve technical problems.
* Validate content and edit code to remove deprecated code and inline styles on web pages.
* Assist in content strategy, writing and editing websites and applications for improving the user experience while utilizing keywords for search engine optimization (SEO).
* Train users and provide technical consultation to all SFPD members including non-tech sworn members of the Department.
* Design graphics and logos as well as photo editing for website.
* Manage and maintain organization of all digital and logo files.
* Assist in managing domain names.
* Strong customer management and engagement abilities with excellent oral and written communication skills.
* Detail oriented and exceptional organizational skills with the ability to multitask a variety of projects.

Desirable Qualifications/Skills

* Experience in Drupal open source content management platform (Drupal 8 preferred).
* Background in working with stakeholders, management and contractors to understand, develop and implement creative business solutions and applications.
* Experience in planning, executing and supporting web design, content management and user experience projects.
* Background in User Experience, User Interface and User Centered Design with a focus on both user and stakeholder needs.
* Knowledge of web standards, design fundamentals, security standards, browser compatibility, and known issues for all major browsers and operating systems.
* Experience working in Agile development methodology and iterative development cycles.
* Experience creating and designing with Adobe Creative Suite Software, specifically Dreamweaver, Photoshop, InDesign, Illustrator and Acrobat.
* Strong, modern visual design sense with skills in Graphic Design, Illustration, Photography and Photo Editing.
* Knowledge of Social Media Marketing and designing graphics for social media.
* Understanding of implementing data visualizations and dashboards (Tableau or similar software) on websites.
* Photography with experience in photographing large groups of people.
* Experience in designing the UX/UI of police and mobile applications.
* Experience in brand strategy, development and management with maintaining brand style guide.
* Knowledge of videography and video editing.

Monday - Friday, 8:00am - 5:00pm

Minimum Qualifications

Education:

An associated degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

One (1) year of Drupal Experience to develop websites/applications

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Selection Procedures

Minimum Qualification Supplemental Questionnaire: (Weight Qualifying)

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Oral Examination: (Weight 100%)

Only candidates who meet the minimum qualifications will be invited to participate in the oral examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The oral examination component may include but not be limited to:

* Drupal Experience to develop websites/applications
* Knowledge of computer languages
* Knowledge of script/procedure languages
* Knowledge of common operating systems software and relational database systems
* Ability to communicate effectively orally and in writing

A passing score on the Oral Examination must be achieved in order to be placed/ranked on the Score Report.

Background Investigation

Prior to employment, a background investigation will be conducted to establish suitability for employment. The investigation may include, but not be limited to, criminal history records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of controlled substance, felony convictions, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision or other relevant factors. The background investigation will also meet Federal Aviation Administration (FAA) requirements.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Conclusion

Score Report:

A confidential score report of applicants that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the score report, shall not be made public unless required by law. However, a score report shall be made available for public inspection, upon request, once the score report is exhausted or expired and referrals resolved.
