APPOINTMENT TYPE: Permanent - Exempt. The General Services Agency Department of Public Works has an opening for an exempt appointment in San Francisco. The position is excluded by the Charter from competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer.This position has an anticipated duration of no more than three (3) years.

Under general direction, this position provides leadership and direction of the implementation and operational management of large, enterprise level software solutions for San Francisco Public Works. Critical to this role is a deep understanding of, and experience with the Software Development Life Cycle (SDLC), including the various development methods e.g. waterfall, agile, scrum. Additionally, this position requires a strong knowledge of practices and principles of design, development, and management of enterprise level commercial software. This position leads all business analysis related tasks during the implementation of new software products, and is responsible for the ongoing management of steady state solutions. In some cases, this position will also lead some project management activities.

Implementation tasks: Leading all Requirements Activities, Leading all Analysis Activities, Supporting the System Design Activities, Leading the Testing Activities, Supporting the Training Activities, Leading all Deployment Activities.

Operations tasks include: Leading monitoring of application usage per the business processes defined, Leading debugging of complex issues and assisting with any required training, Leading the implementation of major enhancements, reports, business processes Leading the maintenance of standard documentation (e.g. Standard Operating Procedures).

Position Duties:

1. Lead the following business-related activities on a software implementation project:

* Requirements Collection - Lead discovery sessions to collect and define As Is Processes, Use Cases, and Requirements; draft business requirements document, process flows, and other related documentation
* Requirements Analysis - Work with SMEs to analyze business requirements and identify opportunities for improvement; work with technical staff to map requirements; create a fit/gap analysis, design To Be Processes, and develop other related documentation
* System Development - Assist the technical staff with any design changes required based on system capacities and constraints; communicate these changes to the SMEs and update related documentation; in some cases, lead the development of the application configuration; in some cases, lead the development of system reports
* System Design - Work with technical staff to design the application based on the requirements identified
* Testing - Develop and execute the Unit, End to End (Integration) and UAT (User Acceptance) test plans; secure sign off from SMEs
* Deployment - Assist, or in some cases, lead the development of the Transition Plan; assist with the development of the Standard Operational Procedures; assist trainer with any training support and in some cases, lead the training program and develop training materials; assist end users with on-site support post go live

2. Lead the following business-related activities during the operational management of a software application:

* Lead the monitoring of application usage to ensure prescribed processes within the application are supported; recommend improvements in application and/or business process design
* Lead the debugging of complex system and/or business process issues
* Lead the implementation of enhancements (requirements, analysis, design, development, testing, deployment)
* Support, and in some cases, lead the training program and development of training materials
* Support, and in some cases, lead the development of reports
* Lead the management of Standard Operating Procedures and Policies documentation

3. Identify opportunities for improvement in current business processes

* Lead the review of the business process and supporting technology
* Provide recommendations for improvement based on changes in current business processes and/or technology

4. Duties related to project management may also be assigned:

* Responsibility for project completion and success (scope, budget, schedule, quality)
* Management of project staff comprised of employees and contractors
* Management of budget and payment processes
* Management of communication with all levels of organization

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:

* Three (3) years of experience in the information systems field, including system analysis, or directly related experience that demonstrates a wide range of knowledge and abilities of the systems development and deployment function
* Three (3) experience of leading business analysis activities in major software implementation projects
* Deep understanding and experience with the Software Development Life Cycle, including the various development methods e.g. waterfall, agile, scrum
* Strong knowledge of practices and principles of design, development, and management of commercial software
* Exceptionally strong oral and written communication skills with ability to communicate with technical and non-technical audiences
* Strong experience developing effective working relationships with management and staff in business and technical roles
* Strong experience managing, assigning and reviewing the work of staff for quality, reliability and adherence to procedures and standards
* Knowledge of practices and principles of project management with experience creating, coordinating and presenting formal plans, timelines, reports and budgets to diverse audiences (users, staff, senior management)
* Knowledge of practices and principles within Real Estate Management, Maintenance Management, Construction Management, Government
* Strong understanding of principles and techniques of relational databases
* Familiarity with government IT operations
* Background in technology consulting
* Client service orientation
* Asset/ Maintenance / Construction Management Software systems e.g. INFOR EAM, Maximo, Primavera P6/ Unifier
* CRM software systems e.g. Verint
* Middleware systems e.g. BizTalk, Logic Apps
* Reporting software systems e.g. SQL Server Business Intelligence, Cognos, PowerBI, Tableau

Selection Procedures

Disaster Service Workers
