Basic Qualifications

Bachelor's degree in Systems Engineering, Physics, Electrical Engineering, Computer Science, Applied Mathematics, a related specialized area or field is required (or equivalent experience) plus a minimum of 10 years of relevant technical experience; or Master's degree plus a minimum of 8 years of relevant experience.

CLEARANCE REQUIREMENTS:

Department of Defense TS/SCI with Polygraph security clearance is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

PREFERRED DEGREE TYPES AND EXPERIENCE:

* Systems Engineering (data communications architectures, telecom network design, protocol analysis and selection)
* Network Management of High Speed Backbone and Wide Area Networks (quality of service, fault monitoring, NMS - network management systems, EMS - element management systems)
* Computer network communications, LAN/WAN, and switching and routing protocols, including TCP/IP, IEEE 802.3z
* Telecommunications systems signal processing, including SONET/SDH and OTN System Architecture Design. Multiplexing of voice, video and data applications, IP routers & switches, SONET/SDH, OTN Digital Wrapper and VoIP
* Transport System Design. DWDM or OAMP and familiarity with transport layer protection and recovery mechanisms such as 1+1 and 1:N optical layer protection
* Development and documentation of component and subsystem requirements and the ability to lead large team development efforts
* Familiar with SONET/SDH protection and recovery mechanisms (i.e. BLSR, MS-SPRING)
* Familiar with UNI, NNI operational concepts
* Familiar with various VOIP (e.g. Asterisk), POTS/SS7, and Data applications
* Familiar with service level agreement compliance, perf monitoring metrics, & associated enforcement tools
* Familiar with network security tools and protocol
* Understands Ethernet/IP and BGB/RIP/OSPF routing protocols
* Familiar with TMN concept, and requirements compliance.
* Transport system design issues (e.g. DWDM, metro, long haul)
* Familiar with OAMP of DWDM (repeaterless, metro, long haul) optical transport systems
* Understands relevant system design issues (e.g. x-talk, nonlinear effects, system budgets, OSNR evolution, use of FEC, including Soft Decision FEC, SD-FEC)
* Familiar with at least one commercial system equip. vendor product (e.g. Lucent, Nortel, Alcatel, Huawei, etc.)
* Familiar with transport layer protection and recovery mechanisms such as 1+1 and 1:N optical layer protection
* The candidate must have experience integrating large scale systems, an understanding of signaling, network protocols, communications interfaces, networking systems, optical systems, and element or Network Management Systems (NMS)

Experience in one or more of the following areas:

System architecture design Multiplexing of voice, video, and data apps Has provisioned, operated, or-in some fashion-- worked with some or all of the following: TDM ADM's, MSPP's, IP routers and switches. Familiar with SONET/SDH, GFP, OTN, OCH at rates up to 200 Gbps, including advanced coherent optical modulation formats and protocols

Key Responsibilities

The Chief Systems Engineer will be responsible for providing comprehensive technical leadership in the development and integration of high-performance network communications systems. This includes serving as the lead authority supporting program execution, strategy development, product development and business development.

Additionally, this employee will be expected to communicate with the government customer on a regular basis, ensuring customer satisfaction is maximized. Not only are these communications vital to the job at hand, but the candidate will be expected to support the development of future technological growth with the customer, and identify Internal Research and Development (IRaD) opportunities to better support the customer.
