Description

SAIC seeks a Chief Engineer to work in conjunction with a Chief Architect to initiate, scope, and shape new initiatives associated with migrating and evolving an As-Is complex IT enterprise System of Systems architecture, to a To-Be Services based architecture with focus on the technical baseline development and management.

This work is at the Enterprise, System, and Segment levels and includes working across several projects at once, from early acquisition planning, through development, system integration and test, transition into operations and maintenance (O&M), O&M upgrades, and decommission.

* Work directly with the Systems Engineering (SE) Leads on each project (pre and post O&M). They work with the DPM during project planning to ensure the right skill set and amount of resources are staffed for each project.
* Mentor to SE Leads and identify new or refresher training for Systems Engineers and Systems Integrators to ensure continued contract technical performance.
* Ensures consistency of approach and quality of analysis and products, as well as appropriate tailoring to achieve maximum results with acceptable formality, risk.
* Proficient in tools needed to ensure all baselines/effectivities are integrated and synchronized, consistent with the technical roadmap.
* Ensures engineering boards are appropriately engaged and presented with the right information at the right time to ensure forward progress.

Qualifications

* Must have a current/active TS/SCI and be willing and able to pass a CI polygraph
* Master's degree in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
* Minimum 20 years of working experience in government or industry such as the DoD/IC Acquisition Process, Requirements Process, PPBES Process and/or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
* Experience with and strong understanding of systems engineering lifecycle and Model Based Systems Engineering, processes, tools and languages.
* Demonstrated expertise in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics, or related fields.
* Demonstrated experience in IT engineering in a complex IT environment.

Desired Qualifications

* Doctorate in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
* Software Development Framework certification.
* INCOSE Expert System Engineering Professional (ESEP) certification.
* Engineering certification Level III from Defense Acquisition University (DAU) or equivalent.
* Licensure as a professional engineer.
* Extensive work experience in the field of geospatial intelligence.
