C4I Systems Engineer

Key Role:

Support the Navy with system design, integration, and fleet alterations required for the installation of advanced C4I electronic systems with an emphasis on the integration of these systems into various classes of ships with varying equipment configurations. Perform requirements analysis, requirements definition, requirements management, functional analysis, performance analysis, system design, detail trade studies, systems integration and test verification, validation, certifications, and interface definition studies of C4I system, subsystem, or system elements. Perform technical planning, cost and risk analyses, and supportability and effectiveness analyses for C4I subsystems and system elements. Conduct technical analyses and system level design engineering of existing, new, developmental electronic systems, subsystem, or system elements with an emphasis on the validation of advanced electronic capability and future intersystem performance. Develop and evaluate C4I systems, networks, and information systems to ensure designs meet applicable governmental specifications, including reviewing installation Technical Data Packages (TDPs), Installation Control Drawings (ICDs), and Ship Installation Drawings (SIDs). Apply expert knowledge of ship combat weapon systems, systems engineering principles, and the Navy design and acquisition processes. Work closely with systems subject matter experts, systems engineering specialists, ship designers, and fabrication trades to develop cost-effective systems and designs to meet requirements.

Basic Qualifications:

* 10+ years of experience with naval surface combatant C4I system integration and support, including planning the upgrade, installation, commissioning, testing, management, and support for naval C4I systems, using and maintaining C4I systems aboard US Naval ships, and C4I system integration or operations of an integrated combat system
* 5+ years of experience working with NAVSEA
* Knowledge of key regulatory body rules, the DoD acquisition process, including regulations, directives, and statutes, and the Navy's application of the DoD acquisition process, including contracting and sea trials
* Knowledge of key Naval ship acquisition roles and organizations
* Ability to comprehend complex technical problems where capabilities are affected by technical achievability, affordability, and schedule
* Ability to lead small to large groups, typically with competing priorities, through a technical problem ending at a defendable solution
* Ability to work closely with program managers on a technical level and then translate that information into actionable capability decisions by the client organization, review the work of other engineers for accuracy and correctness, and lead and collaborate with mixed teams comprised of government and industry personnel
* Ability to apply problem-solving techniques when faced with complex problems under uncertainty
* Active Secret clearance
* BS degree in Engineering

Additional Qualifications:

* Experience with Model-Based Systems Engineering (MBSE)
* Experience with Navy C4I systems engineering, developing platform architecture, technology roadmap, analysis of alternatives, and delivery of network architectures for Navy shipbuilding programs
* Experience with complex System-of-Systems (SoS) engineering development and acquisition efforts, including the integration of networked systems
* Knowledge of US Navy platforms, surface and air-launched weapons, C4I, sensors, and electronic warfare systems
* MS degree in related engineering field preferred
