Job Purpose:

This position is responsible for leading the development of functional and non-functional business requirements; working with the Business Solutions Lead to understand business strategy and translate into product requirement. Follow HCSC standards for defining clear requirements, including the use of a standardized structure (user stories, use cases, functional requirements, non-functional requirements, or others) and attributes (tracing to other requirements, testing, and business case). Incorporates findings into detailed use cases, technical specifications, and inputs for product and program plans. Participates in strategy discussions and other business units (BU) discussions to understand and capture high-level business needs.

Required Job Qualifications:

* Bachelor Degree and 2 years Information Technology experience OR Technical Certification and/or College Courses and 4-year Information Technology experience OR 6 years Information Technology experience.
* Participate in the elicitation of requirements from stakeholders, with minimal guidance. Manages iterative and agile requirements gathering processes from elicitation to validation; constructively challenges stakeholders to define requirements efficiently. Guide small and medium groups of stakeholders in requirement elicitation conversations, including the use of root cause analysis methods.
* Stakeholder Management: interact and ask clarifying questions during stakeholder conversations and support teams through documentation, logistics, point of contact. identification. Recommends and/or influences solutions in collaboration with Business Partners.
* Knowledge of system architecture and application portfolio.
* Knowledge of requirements management and/or prototyping (ALM, Jira, RallyDev, Balsamiq, iRise).
* Ability to simplify & standardize complex concepts and/or processes.
* Business acumen.
* Project management skills
* Requirements definition and management.
* SDLC, Iterative, Agile, OWF, and /or Scrum development.
* Problem-solving and/or analytical thinking.
* Possess the ability to manage workload and manage multiple priorities, as applicable.
* Written and verbal communications

Preferred Job Qualifications:

* Bachelor Degree in Computer Science, Business Administration, or Information Technology
* Business process management and modeling.
* BA certification
* Experience working in the Healthcare industry
* Develops IT priorities and strategies to enable the business with consideration of tactical implications; applies broad knowledge of portfolio business goals to identify and manage dependencies and align portfolio architectures.
* Manage Conflict: Manage Conflict among Stakeholders related to conflicting interests and requirements. Help stakeholders objectively examine real needs versus wants and ways to collaborate to achieve win/win resolutions.
