Responsibilities

The Agile Systems Engineering Planning and Analysis (ASEPA) Department within the Acquisition Analysis and Planning Subdivision (AAPS) is leading the charge in developing and applying innovative and efficient systems engineering and acquisition strategies to address customer needs. ASEPA is a bi-coastal organization with an east coast director and a west coast associate director who collaboratively manage the day-to-day activities of the department. The selected candidate possesses experience applying and overseeing the application systems engineering throughout the lifecycle of space and ground programs and supporting acquisitions from pre-acquisition planning through source selection. The Associate Director provides leadership, planning, and direction of technical office staff and operations.

Key Functions:

* Manages the recruiting, staffing, tasking and administration of the El Segundo office of ASEPA, with frequent consultation of East coast department director.
* Assists the department director in conducting staff performance reviews and recommends performance improvement, career development, salary and promotion actions; establishes staffing needs and recommends reassignments, training, transfers, and other staff deployments; assists the department director in evaluation and assignment of staff.
* Assists the department director in continuously merging the East and West coast offices into a cohesive, bi-coastal organization with shared knowledge, methods, models, processes, and customers.
* Assists the department director with succession planning and knowledge management, transfer and sharing.
* Identifies and assigns staff functional responsibilities. Assigns and coordinates work activities within the department.
* Continuously communicates and leverages department capabilities to build, maintain, and grow a diverse customer base.
* Ensures work performance within customer standards and regulations. Participates selectively in day-to-day technical task planning and issue resolution.
* Collaborate across AAPS and the corporation to develop and lead multidisciplinary teams to integrate tools and expertise to solve complex customer problems
* Provides L3 engineering and technical support to customers in the areas of acquisition and systems engineering.
* Occasional travel is required

Qualifications

Required

* Bachelor's degree in aerospace engineering, systems engineering, operations research, statistics, mathematics, engineering, economics, or related field.
* Twelve (12) years of applicable experience to include pre-acquisition planning, source selection, systems engineering and program execution, with demonstrated leadership of teams/studies
* Experience leading and participating in systems engineering.
* Experience providing technical leadership to space and ground system acquisitions in the pre-solicitation phase of the acquisition.
* Excellent interpersonal and communication skills (oral and written)
* Proven ability working successfully in a collaborative and diverse environment
* Demonstrated ability to establish and maintain effective working relationships
* Strong initiative and leadership skills
* Current Secret clearance and ability to obtain a TS/SCI

Preferred

* Previous management experience
* Current TS/SCI Clearance
* Advanced degree in aerospace engineering, systems engineering, operations research, statistics, mathematics, engineering, economics, or related field
* Knowledge and experience in some, or all, of the following disciplines: model-based systems engineering, digital engineering, agile acquisition, rapid acquisition (e.g., Sec 804), dev ops, software acquisition and software systems engineering
* Knowledge in some or all of the following space and ground systems: Department of Defense, National Security Space, and Civil and Commercial
* Participation on Aerospace Corporate committees or teams and in Aerospace IR&D processes
* Certification in PM and SE from DAWIA, PMI or INCOSE
* Significant familiarity with the SMC customer and knowledge of additional customers
