Job Description

Overview

The Applications Developer provides support for Indian Health Service's (IHS), Health Information Technology Systems and Support (HITSS). This position is responsible for providing expertise in the integration of a variety of heterogeneous public health information systems and databases, sharing and dissemination of public health information, interaction of information security technology and requirements for privacy and confidentiality of public health data.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Specializes in the coding and development of Ensemble HL-7 intensive software applications, including thick client, web-based, and mobile applications and text interfaces.

Analyzes functional business applications and design specifications for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts. Develops block diagrams and logic flow charts. Translates detailed design into computer software.

Tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. Provides technical direction to programmers to ensure program deadlines are met.

Maintains customer satisfaction through a combination of meeting performance objectives, frequent communications, and developing the relationship so that collaboration and consultative solutions-oriented approaches are possible.

Seeks opportunities to expand business. Participates as required in proposal and solution development for additional project opportunities.

Develops project plans and associated communications documents. Identifies and manages project dependencies and critical path. Tracks project milestones and deliverables.

Proactively manages changes in project scope, identifies potential crises, and devises contingency plans.

Develops and delivers progress reports such as project metrics and project status.

Estimates the resources and participants needed to achieve project goals.

Ensures the highest quality services in the conduct and delivery of the Primary Project Objectives.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE REQUIRED

Bachelor's degree in Computer Science or a related field and a minimum of ten (10) years' relevant experience, or equivalent combination of education / experience. Experience in a Federal Government environment preferred. Experience in information system design, including application programming on large-scale Database Management Systems (DBMS) and the development of complex software to satisfy design objectives. Previous experience working with the Department of Health and Human Services especially with Food and Drug Administration is required. Experience implementing, or understanding of Section 508 requirements is preferred

CERTIFICATES / LICENSES / REGISTRATION

Possesses or has the ability to obtain a Public Trust Clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Strong working knowledge using Jira and MS Project applied to software development life cycle

Working knowledge of Agile Methodologies is required

Understanding and proven ability to apply industry best practices, project management tools and methodologies

Detailed knowledge of Federal IT regulations/guidelines and support technology and tools

Knowledge of Enterprise Performance Life Cycle is required

Understanding of FDA EPLC practices is preferred

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
