Job Summary

Bellevue, the fifth largest city in Washington, is a thriving, diverse metropolis and a high-tech hub with a population of more than 130,000. The City of Bellevue is seeking an Application Development Lead to lead the application development team in the Information Technology Department. You will lead the team to:

* Develop regional SaaS solutions such as MyBuildingPermit.com.
* Develop a variety of City web and mobile applications, many with a strong GIS orientation.
* Leverage innovative technologies such as AI.

Customers

* Develop strong relationship with customers of each department and have a deep understanding of each department's need for technology.
* Work closely with customers to plan projects, establish priorities, manage expectations, and resolve issues.

Processes

* Streamline Software Development Life Cycle (SDLC) processes. Lead the team to continuously identify and improve inefficient processes.
* Work with the team to select appropriate development tools and methodologies following industry best practices.
* Develop and maintain standards and guidelines for design, development, testing, and change management.
* Establish the guidelines and processes to conduct design review and code review.
* Develop the guidelines and processes for documentation, knowledge transfer, and support to ensure sustainable application support.

Planning

* Assist in developing and monitoring the application development team's budget.
* Manage the application portfolio lifecycle; creatively leverage interns, consultants, partner organizations, and tech communities to increase the capacity for creative, innovative software development work.
* Assist in developing and managing the team's work plan by prioritizing submitted projects and assign projects to team members appropriately. Ensure that the work plan fits the team's technology roadmap and team members' career development plan.

Delivery

* Provide clear direction and defined objectives for team members. Ensure work is completed with high quality in a timely manner; monitor project status and communicate with customers and the management team.
* Design and architect key web, mobile, and GIS applications.
* Manage and deliver complex projects; guide customer requirements discussions; explore solution alternatives; drive the selection of the appropriate technology; oversee the entire SDLC to ensure high quality and timely deliverables.
* Be responsible for overall custom application availability.

Qualifications

Education & Experience Requirements

* BS or higher in Computer Science or a related discipline.
* 5+ years of experience in software development.
* Supervisory or equivalent experience.
* Experience leading the development of complex application development projects.
* Strong problem solving ability.
* Demonstrated ability to design database models that ensure data integrity and high performance.
* Excellent written and oral communication skills.
* Cultural competence and awareness.

Desired Qualifications

* In-depth experience using C#, ASP.Net MVC, Microsoft SQL Server, Entity Framework Code First, REST & SOAP API, and JavaScript frameworks.
* Experience developing commercial software.
* Familiarity with GIS and spatial technologies.
* Experience using Agile methodologies.
* Experience using Microsoft Azure or Amazon AWS Cloud services.
* Experience with iOS development.
* Experience with Salesforce development.
* Experience using client-side JavaScript frameworks such as Vue.js or ReactJS.
