Description

SAIC is seeking qualified candidates to support National Library of Medicine (NLM) Office of Computer and Communications Systems (OCCS) for IT technical support services, systems engineering and architecture, application development, and facilities management. The work will involve Task Order and staffing management.

Manages experienced professionals who exercise discretion and independent judgement performing assignments. Often heads one or more projects and teams simultaneously.

Designs, develops, documents, tests and debugs Web architectures, services, and application software. Conducts analysis and collaborates with subject matter experts in the planning, design, development, and utilization of IT for information storage, processing, presentation, manipulation, display, or reporting.

Determines user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops autonomous services, desktop applications, Web applications, scripts, and utility programs. Ensures software standards are met. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Provides guidance to subordinates within the latitude of established company policies. Recommends changes to policies and establishes procedures that affect immediate organization.

Interacts frequently with internal personnel and outside representatives at various levels. Participates and presents at meetings with internal and external representatives. Interaction typically concerns resolutions of operational and scheduling issues. Often plays a key role in cooperative effort among members of a project team made up of representatives from other departments

Qualifications

REQUIRED:

Bachelors and nine (9) years or more experience of which at least (5) five years must be specialized; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience

Specialized Web services experience includes: development and support of customized software applications, database applications, and other solutions not available in off-the-shelf modular software applications; development of Web services architectures, Web service software; and supervision of Web development projects and staff.

Shall possess the following qualifications:

* Experience developing Web applications and services using open source software products and custom applications
* Software application design, development, testing, and implementation, documentation, and presentation activities
* Software development and deployment experience in dedicated physical, virtualized and cloud infrastructures
* Agile development team management experience
* Attend and be able to lead regular meetings at NLM with Library Operations and other NLM staff to discuss requirements, designs, and software for this task
* Proven experience in training, time management, and teamwork skills
* Ability to manage multiple projects and meet deadlines
* Demonstrated initiative, creativity, and flexibility
* Strong customer service orientation
* Experience working with customers and subject matter experts at all levels within the organization coupled with strong interpersonal/relationship building skills
* Demonstrated ability to communicate orally and in writing and a positive customer service attitude.

Must be a US citizen or Greencard holder with the ability to obtain a Public Trust

DESIRED:

Automated workflow development \experience. Experience evaluating and recommending workflow tools.

Experience with application acceleration and modern software architectures (e.g. containerization, microservices)

Ability to conduct load and performance tests. Tuning Web services, applications, and Web service infrastructures

Ability to identify potential applications of Data Science in NLM web architectures and data repositories. Apply Data Science tools and algorithms

Agile development management experience. Manage a JIRA database of software change requests. Recommend packages of changes for releases. Implement and test software modifications, coordinate other testers. Develop and execute web tests using the Selenium framework, Implement tooling for Continuous Integration using Bamboo, and via the Confluence wiki.

IT Service Management and IT Infrastructure Library experience

Knowledge of NOAA IT Security Program and Policies

Knowledge of NLM OCCS organization and IT Support missions
