Qualifications:

Base Criteria (Analyst/SME):

Possess documented experience and understanding of Overhead Persistent Infrared (OPIR), how it collects information, the types of OPIR products available, the means and methods for acquiring data, understanding of how OPIR contributes to the IC, able to explain OPIR phenomenology, describe the capabilities and limitations of OPIR sensors, describe OPIR applications and products and describe the OPIR TCPED process. Or, understand Thermal Infrared (TIR) exploitation methods and techniques, apply them to help solve intelligence problems using AGITK, and introduce the idea of non-literal exploitation.

Base Criteria (Instructor):

Deliver in-resident and distance learning instructional programs in accordance with course requirements.

Use instructional methods such as guided discussions, lectures, demonstrations, small group exercises, seminars, workshops, and laboratories.

Use instructional technology, including but not limited to blackboard.

Conduct assessment strategy in accordance with the course design, including instructor observation, testing, and grading.

Provide formal and informal student feedback.

Provide subject matter expertise throughout the curriculum creation process, including content review and feedback to development staff.

III. Scope of Work:

The selected candidate will support the National Geospatial Agency (NGA) Geospatial Intelligence (GEOINT) Tradecraft Learning Contract (GTLC) as a Training Analyst/SME and Instructor by providing innovative mission-essential training, education, and professional development services to enable the United States to achieve its global GEOINT mission. This contract is also designed to transform GEOINT tradecraft using state of the art geospatial technology, tools, and processes to provide warfighters on the ground and decision makers at the highest levels of government with the information they need to maintain decision advantage over our adversaries. The relevance of NGA will depend upon the work our SME's and instructors perform to modernize analytical training and develop the next generation of NGA analysis.

IV. Specific Tasks:

Support Program Manager as an Imagery Science/Training Analyst and Subject Matter Expert instructing Overhead Persistent Infrared (OPIR) and/or Thermal Infrared (TIR) Sensor courses to professionals within the NGA, the Intelligence Community (IC), military, and other stakeholder students.

Support Program Manager as Imagery Science/Training Analyst and SME assisting in the development of the instructional design of Overhead Persistent Infrared (OPIR) and/or Thermal Infrared (TIR) Sensors methods.

Support Program Manager as instructor delivering courses relating to Overhead Persistent Infrared (OPIR) and/or Thermal Infrared (TIR) Sensors.

Support Program Manager in the individual and team efforts in the refinement and modification of existing course curriculum materials.

Support Program Manager in the individual and team efforts in the development and refinement of training delivery methods and technical approach to include live, virtual, and computer based delivery.

V. Work Direction, Complexity and Impact:

The Imagery Science Training Analyst III/Instructor will work in conjunction with the Program Manager to identify, plan, and schedule the training objectives and collaborate with the customer training team on the specific duties and responsibilities for each of the milestones established in order to meet those outlined objectives. Frequent use and application of industry practices, techniques, and standards and general application of concepts and principles will apply. The Imagery Science Training Analyst III/Instructor will participate in the development of solutions to a variety of problems moderate in scope and complexity guided often by policies, procedures and best practices. The Imagery Science Training Analyst III/Instructor will work under general direction following established procedures. Independently determines and develops approach to solutions. Work is reviewed for soundness of judgement, overall adequacy and accuracy.

VI. Internal/External Contacts:

The Imagery Science Training Analyst III/Instructor represents the organization as a prime contact on contracts or projects and interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.

Qualifications

Experience, Skills, and Education:

* Desired Master's degree combined with 4 years' experience or Bachelor's Degree and 6 years of experience; combined with 4 years' experience in one or more of the following disciplines: Geodetic Science, Photogrammetry, Computer Science, Imagery Science, Physical Science, Remote Sensing, Thermodynamics, Geophysics, Mathematics, or related work experience or another related degree that includes actual or simulated experience mandated with the curriculum. Or, a combination of education and experience that includes 10 years of experience in areas listed.
* Documented experience with one or more of the following software packages; ENVI and plug-ins for Imagery Scientist, Remote View and plug-ins for mensuration, SAR Motion Simulator, AGITK Spiral 11, DIVA, and MOVINT Client.
* Possess a working knowledge of one or more of the following specific phenomenology: (OPIR & TIR), and/or other existing or emerging GEOINT data principles and applications, exploitation methods, and analysis techniques.
* Documented experience within the last 36 months using one or more of the following specific phenomenology: (OPIR & TIR), and/or other existing or emerging GEOINT data sources.
* The candidate must be able to provide a minimum of 4 years of instructional related experience identified in Base Criteria.
