Perspecta has an immediate need in our Health Payer Segment for a Senior Project Manager to support the Centers for Medicare and Medicaid Services (CMS) Integrated Data Repository (IDR) Operations and Maintenance (O&M) Contract. The position location is Herndon, VA., Camp Hill, PA or Baltimore, MD. Public Trust Clearance is required. Candidate must be able to drive to the CMS client site in Baltimore, MD for occasional meetings.

POSITION OVERVIEW: The position requires the individual to manage several projects to expand, maintain and improve the Integrated Data Repository (IDR) enterprise data warehouse. The Integrated Data Repository (IDR) is the centerpiece of CMS' Enterprise Data Warehouse Strategy. The IDR responds to the Agency's critical need to have an integrated data environment that contains Medicare and Medicaid data (e.g. claims, beneficiary, provider, and plan data). The underlying technology of the IDR is an integrated Hadoop and Teradata Enterprise Data Warehouse. It supports the massive volumes of data associated with CMS' program benefits.

* Manage and control multiple project assignments in support of the IDR O&M contract. Some of these assignments may be application development projects utilizing Agile development tools and processes
* Develop project plan at appropriate level for the project complexity
* Manage client relationships
* Conduct status meetings with stakeholders
* Meet project commitments
* Control scope of project
* Manage project execution
* Monitor and control risks
* Facilitate resolution of issues
* Prepare project status reports
* Mentor and encourage skill development of project team members
* Provide performance review input and development recommendations for team members
* Support project audits as required
* May support early qualification and opportunity assessment for large and complex opportunities
* Reports to the IDR O&M contract Program Director

Qualifications

Education and Experience

Must be able to obtain a Public Trust

Must be a US Citizen or a Green Card Holder who has worked in the US three out of the past five years

Must be able to drive to the CMS client site in Baltimore, MD for occasional meetings.

* BS or BA degree required
* PMP certification required
* At least 8 years of experience managing large projects/programs required
* Experience managing and controlling concurrent project assignments required
* Experience managing data warehouse projects required
* Experience managing projects with 10 or more team members required
* Client Facing Experience required
* Expertise with Microsoft Office Suite, especially MS Project and Excel required
* Experience working with the Federal Government required
* Experience with CMMi high-maturity practices is beneficial
* Experience with the CMS Expedited Lifecycle (XLC) is beneficial
* Medicare, Medicaid or private healthcare experience is beneficial
* Agile software development experience is beneficial
* Excellent organizational, communication, and time management skills
* Ability to work effectively in a team
* Experience working with clients and technicians
* Pro-active in seeking problem resolution
* Quick learn of new systems, tools, processes
* Self-starter and able to deal with ambiguity
