The overarching mission of the Client is to establish the career service and oversee a diverse portfolio that includes Strategic Workforce Planning, Learning, Leadership and Employee Development, Diversity and Inclusion, Performance Management and Workforce Analytics to develop its workforce. The Client is developing new approaches to workforce development to ensure that the career service keeps up with cutting edge ideas that help attract, develop and deploy the specialized talent needed to secure and protect the nation in the digital age. The Client has the responsibility for significant ongoing workforce activities around workforce shaping; skills identification and development; career-assignment management at the career service level; and performance assessment. The Client requires a contractor team that shall handle Web site Design and SharePoint requirements for the front office, subordinate groups, and programs. This includes assessments/consultations on design and implementation of SharePoint tools and applications as well as development/management of SharePoint Sites and their Operations and Maintenance (O&M). The contractor team shall be tasked with developing an outreach and communications strategy. The contractor team shall also be tasked with creating, updating, and maintaining all Web sites and tools across multiple platforms which may include SharePoint, Talkabout and Joomla. Clients web sites may interface with enterprise email, Tableau, other Client and enterprise sites, and data repositories. In addition, the contractor team shall interface with senior management and should have professional work experience.

Work Requirement:

Design, develop and deliver executive level communications on organizational transformation and business process changes.

In depth understanding of emerging IT technologies in order to create directorate level Strategic Business Planning processes.

Lead strategic planning and business process improvement efforts in support of the re-organization and business transformation.

Establish new processes, governance structures, performance metrics and reporting.

Perform metrics across a diverse portfolio that includes Strategic Workforce Planning, Learning, Leadership and Employee Development, Diversity and Inclusion, Performance Management and Workforce Analytics.

Design and develop processes that enable agile teaming to maximize project teams.

Interface directly with senior level management.

Provide analysis on Client group collections and operations.

Continually interface with executive level management requiring the planning, presentation and briefing of information.

Extensive SharePoint site design and site administration, managing website projects, graphics design, and web development utilizing WordPress, Flash, CSS, HTML, JavaScript and JQuery.

Define, analyze, specify and document site content, interactive workflows, automated notifications, data collection and archiving, and visual/graphics requirements.

Create SharePoint workflows to automate administrative tasks; create SharePoint knowledge management system; create ad administer SharePoint site for all of Clients divisions; migrate SharePoint to WordPress, design new WordPress site; create dashboards for senior leadership; and, migrate from share drives to SharePoint

OPTIONAL SKILLS: Demonstrated experience with Client's procedures, policies, and systems.

Other demonstrated experiences which are highly desired, though not required, include: experience with CSS, HTML, JavaScript, JQuery; Adobe graphic design products (including InDesign, Photoshop, and Illustrator); experience with multimedia tools including but not limited to Flash, Premiere, After Effect, Soundbooth, Action Script 2.0; and experience with Windows Server 2003.
