Technical Project Manager

Armedia, LLC seeks qualified candidates for a professionally challenging and rewarding position as a Technical Project Manager (PM). The ideal candidate will have excellent skills in leading software development teams, assigning and reviewing work products, analysis, communication (both oral and written communication), organization, creativity, stakeholder management, and good judgment. It is critical that the candidate have experience with both software development life cycle (SDLC) and Agile Scrum approaches to software development and operations and maintenance (O&M). Activities also include leading Sprint Planning meetings, Daily Scrums, Sprint Reviews, Sprint Retrospectives, and using earned value management (EVM).

Position Title: Technical Project Manager

Primary Responsibilities: The candidate will serve as a Software Development Project Manager. In this role, the day-to-day project oversight will be the responsibility of the PM. This person will serve as the primary contact for client representatives (COR, COTR, and Business Owners) for the planning and coordination of work priorities and schedules, change management, and project issue resolution. Within the team, the PM exercises full authority to manage staffing, communications, and resolution of business and technical issues. The PM assigns responsibility and authority to the appropriate individual(s) to perform processes and develop work products required by the project. The PM is responsible for the overall performance of the team, identifying and managing risk, tracking metrics, identifying and generating any communications, facilitating governance, customer satisfaction, oversight of subcontractor performance, and compliance with client-defined performance criteria. The PM directs the work of the project according to client priorities and plans. The PM leads each phase of the project management lifecycle and supports gate reviews to transition the project from one phase to the next and is responsible for the budget performance. The PM performs other related duties as assigned and must be able to work effectively in a fast-paced, dynamic environment and prioritize many projects that are time-sensitive. The candidate must take the initiative and lead staff to effectively complete projects in a timely fashion. The PM is also responsible for monitoring day-to-day system O&M activities, help desk support, and timely resolution of reported tickets, coordinate change control boards (CCBs), deployments to production environments, understanding and enforcing service level agreements (SLAs), escalating critical issues, and coordinating troubleshooting working sessions among multiple vendor partners and stakeholders. The PM must have experience conducting root cause analysis (RCAs) and be able to effectively communicate analysis information, recommended remediation and action plans, and implementation status to client stakeholders.

Specialized Experience: A candidate with one or more of the following experiences preferred:

* Possess at least five (5) years of experience (within the last 7 years) managing complex IT development projects with state and/or Federal clients.
* At least one experience successfully managing a Java-based software development project involving Ephesoft, Captiva or Kofax.
* Experience managing at least three (3) successful IT projects that were delivered on time and within scope and budget that included users, devices, data, content, transactions, capacity, and/or performance requirements.
* S. Department of Agriculture - Food and Nutrition Service (USDA-FNS) experience.

Education: BS in Information Technology Management, Computer Science, Information Systems, or other related technical, scientific or analytical discipline.

Certifications: Project Management Institute (PMI) certified Project Management Professional (PMP) and/or Certified Scrum Master (CSM)

Work Location: Vienna, VA - This opportunity is not eligible for a remote assignment.

Security Clearance: Active Public Trust or able to pass Government background investigation
