Responsibilities/Qualification

Position Summary

Alion is seeking a Systems Engineer in support of the Air Force Agency for Modeling and Simulation (AFAMS). This individual will act as an Air Force technology systems engineering lead, providing technical capabilities to support and facilitate integrated, realistic and efficient operational training across warfighter domains to enhance full-spectrum readiness. Efforts will focus on providing AFAMS with system engineering, development, and integration and project management for new capabilities to assist in the creation of a holistic training architecture, which encompasses command and control (C2) and various training simulators. The individual will be able to leverage as well as expand upon COTS/Open-Source technological capabilities to create and demonstrate innovative approaches and be able to create a technological framework which addresses the systems, tools, and technologies within the current Air Force technological architecture.

The System Engineer will work directly with senior technical personnel, the Alion Program Manager, Government PM, and external organizations in the planning, oversight, execution, and evaluation of multiple complex technical solutions related to modeling and simulation system, cloud, and technical advancement. This individual will be able to apply intensive and diversified knowledge of scientific principles and practices in broad areas across one or more technical disciplines-cyber, cloud, certification and accreditation and modeling and simulation. Maintains a liaison role for technical matters with staff and customers, and acts independently on technical issues within his/her field of expertise, Air Force Command and Control (C2) systems.

Advises the program manager on challenging technical issues, coordinates the use of senior technical resources across the organization on multi-disciplinary problems, and may provide technical guidance and leadership to less-experienced systems engineers and other technical staff. Works within a peer group of senior technical staff to periodically review technical plans, results, and work products.

Duties and Responsibilities

Performs complex and advanced engineering work in design, evaluation, planning, testing and operation in support of system development, engineering analysis and research for AFAMS.

Provides technical advisory and consulting expertise to this program and entailed tasks under development, acting as a recognized authority in live, virtual, and constructive (modeling and simulation) technology. Provides engineering subject matter expertise, guidance and work leadership to technical staff and other internal groups for Air Force C2 systems. Serves as a technical specialist for the organization in the application of advanced theories, concepts, principles, and AFAMS processes.

Serves as program technical team lead. Prioritizes technical issues, plans technical approach, and works with program managers to develop schedules and staffing plans to support program delivery milestones.

Supports program risk identification and management activities. Coordinates the application of the organization's technical resources when required.

Develops and provides final technical review of major technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.

Conducts independent technical investigations and provides impact assessments and design recommendations to clients. Provides assurance that technical projects are performed in a technically proficient manner and ensures conclusions and recommendations are supported by the analyses presented.

Contributes original ideas and innovations to both solicited and unsolicited proposals that result in the expansion of ongoing programs or new program starts. Develops related briefings and provides understandable and compelling presentations of technical ideas/proposals.

Complies with applicable quality and security procedures in the performance of duties. Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Performs additional duties and responsibilities as assigned.

Education and Experience

Master's degree in engineering plus 10 to 12 years relevant work experience. Doctorate degree preferred. Degree(s) must be in engineering, computer science, mathematics or a related discipline.

Project engineering and Program Management experience desired.

In some cases, educational requirements may be adjusted or waived for more than 15 years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Two (2) years of specific expertise with Air Force C2 systems, network architecture, security engineering, software development, hardware integration, and rapid prototyping

Two (2) years of specific experience with Fleet and joint service technology demonstrations, Navy and Joint programs Developmental and Operational Tests, Fleet exercise support, and experience supporting Fleet operational C2 and C4IST requirements is desired.

Personnel with combined experience supporting the United States Air Force, specifically AFAMS is highly desired.

Expert knowledge of advanced engineering principles, methods, and techniques in more than one area of expertise- Air Force C2 systems, NIST RMF certification and accreditation, and/or Cloud (specifically Google Could Platform) and virtualization.

Expert knowledge of relevant tools, equipment, hardware, and software.

Excellent customer and organizational level communication, presentation and interpersonal skills.

A Top Secret clearance with SCI eligibility is highly preferred

This is one position in which candidate can be located in either Washington D.C area or Tampa, FL
