Job Description

Systems Analyst V, Centralized Accounting and Payroll/Personnel System (CAPPS) Financials Functional Support. This position is within the HHSC Administrative Applications division. The position reports to the CAPPS Financials Administrative Applications Functional Manager. The successful candidate provides advanced functional analysis and support for the daily operation of CAPPS Financials 9.2 (PeopleSoft) including assisting with system development, maintenance and enhancements. Participates in and/or leads cross agency business process analysis projects with the Health and Human Services (HHS) agencies, Procurement and Contracting Services (PCS), and business partners. The position has considerable latitude for the use of independent judgment and performs highly advanced senior level analysis and development of both complex business process and system solutions. Operates as a liaison to HHS agency financial business operations to analyze user requirements and business processes, design systems, fixes and enhancements, and develop application programs to meet a wide variety of strict state and federal requirements. The position is expected to be on-call 24 hours a day to respond to emergency situations. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy.

1. Provides senior level analysis of CAPPS Financials data to support business processes, and functional requirements for Health and Human Services Commission, Department of State Health Services, Department of Family and Protective Services, Procurement and Contracting Services, Comptroller of Public Accounts, State Auditor, Legislative Budget Board, and other state and federal partners to meet strict mandates. (40%)

a. Acts as a bridge between the customer and the CAPPS Financials Technical development team.

b. Screens and evaluates customer service requests for assistance and troubleshoots application issues.

c. Develops queries, analyzes results, and identifies solutions for customer issues in CAPPS Financials.

d. Evaluates user business processes, application functionality, configurations, work-arounds and fixes.

e. Coordinates technical analysis, debugging and resolution of production issues.

f. Works with customers to prioritize fixes and enhancements.

g. Performs customer service, coordination, and communications in a complex HHS organization.

2. Conducts unit, system, and integration testing and coordinates user acceptance testing and validation for upgrades, application fixes, modifications and system patches to ensure consistency with agency-specific business processes and generally accepted practices of the Software Development Lifecycle. (30%)

a. Identifies and documents "as is" versus "to be" system related business processes.

b. Evaluates process work flows in CAPPS Financials and with external interfacing systems and programs.

c. Develops test scenarios and performs application testing.

d. Communicates with agency subject matter experts and support staff on functional testing.

e. Facilitates agency approvals and the migration of fixes.

3. Participates in or leads work groups with agency CAPPS Financials subject matter experts. (25%)

a. Gathers requirements, documents work plans, and coordinates with stakeholders to produce technical solutions to meet business needs.

b. Documents, tracks, and estimates level of effort for Customer Service Requests and Remedy on Demand tickets.

c. Develops technical documentation for internal IT staff or customers.

4. Other duties as assigned. (5%)

Knowledge Skills Abilities:

Experience in process or systems analysis and design work on an Enterprise Resource Planning (ERP) system, PeopleSoft experience preferred. Experience working with PeopleSoft Financials modules, version 8.8 or higher, for at least 2 of the following modules; General Ledger, Accounts Payable, Purchasing, Asset Management, Strategic Sourcing, or Supplier Contract Management.

Skill in coordinating and solving problems.

Experience developing business processes, requirements, analyzing, designing, developing, testing and implementing ERP systems.

Experience working

* with Texas state government processes, policies and procedures
* with other Texas state agencies and institutions of higher education
* in a department of a Texas state agency that has statewide or broad oversight responsibilities.

Registration or Licensure Requirements:

Graduation from an accredited four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field.

One year of appropriate experience may be substituted for the required education on a year for year basis.

Initial Selection Criteria:

* Three (3) years full-time experience in information technology process or systems analysis work.
* At least two (2) years of experience with PeopleSoft version 8.8 or above with at least 2 of the following modules: General Ledger, Accounts Payable, Purchasing, Asset Management, Strategic Sourcing, or Supplier Contract Management.
* At least three (3) years of experience supporting ERP modules in a production environment.

Experience with CAPPS Financials baseline from the Texas Comptroller of Public Accounts or with the Health and Human Services Administrative (HHSAS) Financials or HHS implementation of CAPPS Financials preferred.

Experience with PeopleSoft Financials Strategic Sourcing and/or Supplier Contract Management preferred.

Experience writing queries via SQL preferred.

Preferred experience implementing ERP systems and working

* with Texas state government processes, policies and procedures,
* with other Texas state agencies and institutions of higher education,
* in a department of a Texas state agency that has statewide or broad oversight responsibilities.
