Systems Analyst V

The Financials Data Warehouse Product Owner (Systems Analyst V) position reports to the Manager of Product Management. This role provides advanced oversight of product planning and stakeholder engagement activities for the Financials Data Warehouse (FDW) by creating a product vision and launch strategy. Performs advanced-level analysis and collaboration with various teams to solve complex business process and system solutions.

Health and Human Services (HHS) Information Technology (IT) Administrative Applications are looking for a Product Owner who is passionate about building technology products that customers love. You will join a dynamic and fast-paced environment and work with cross-functional teams to design, build, and roll-out products that deliver value to the citizens of Texas, and align with the vision and strategy of Health and Human Services. This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees, develops, and manages FDW's product backlogs for financial and Provider Payment systems. Translates product strategy into detailed requirements and prototypes. Creates buy-in for the product vision both internally and with key external partners. Gains a deep understanding of customer experience, identifies and fills product gaps, and generates new ideas that enhance the solution to improve customer experience and drive value. Works closely with engineering teams to deliver quick time-to-market. Creates and maintains an actionable and estimated body of requirements that have been prioritized in collaboration with stakeholders. Focuses on reporting and analytics. Participates in Agile ceremonies as the Product Owner. (40%)

Oversees communications and coordination efforts with HHS agency executives, project managers, customers, and third-party vendors to produce technical solutions and work products in accordance with established standards, policies, and procedures by established due dates. (20%)

Provides advanced-level analysis of complex processes and functional requirements for state and federal partners to meet strict mandates. (20%)

Collaborates with manager to ensure product roadmaps and delivery of features follows a predictable and steady pace through daily stand up meetings, product planning meetings, and other key ceremonies. (20%)

Knowledge Skills Abilities:

Knowledge of Software Development Lifecycle (SDLC) process for report development.

Knowledge of financial systems.

Knowledge of gathering and documenting business rules, business requirements, and functional requirements.

Skill in reporting and analysis.

Skill in troubleshooting and problem-solving.

Skill in verbal, written, and presentation communication.

Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities.

Ability to provide assistance by responding to inquiries from others regarding errors, problems, or questions about programs.

Ability to build consensus across multiple teams and working with teams located in different geographic locations.

Ability to accurately track time spent working on projects.

Registration or Licensure Requirements:

Initial Selection Criteria:

Graduation from an accredited four-year college or university with major coursework in business or a related field. Appropriate experience may be substituted for the required education on a year-for-year basis.

Minimum 4 (four) years' experience in a role as a Functional/Business analyst.

Minimum 4 (four) years' experience with various requirement gathering techniques.

Experience in Agile software development methodologies.

Preferred experience with Provider Payment systems.
