Systems Analyst IV

Works under the general supervision of the Behavioral Health Services Application Group Manager. The Systems Analyst IV performs the technical planning, design, and implementation of new and revised information system functions supporting the HHSC Division for Behavioral Health Services. Responsibilities include: Participation in project plans; the analysis, design, programming, testing and documentation of system features, training new personnel, enforcing HHSS standards and procedures, coordination of projects with users and other internal and external IT groups and providing technical assistance to both internal and external stakeholders. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF # 1 Assists in development of project documentation based on HHSS/DIR requirements. Assists in the development of application on-line help. Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria and other documentation needed for system enhancements. Analyzes new and existing business processes to determine how modifications and changes will impact the system.

Will serve as a technical expert responsible for Working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle. (30%)

EJF # 2 Ensures that design complies with HHSS standards (5%)

EJF # 3 Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications. (25%)

EJF # 4 Provides training for new personnel. Provide status reports on enhancement activities and resolution of issues impacting an information system. Notify immediate manager and technical lead of critical issues impacting the system's ability to deliver services as designed. Attends regular status meetings to update team members such as developers, business analysts, database administrators and project managers on progress of assigned work. Regularly updates assignments through the use of a ticketing system allowing for the sharing

of information with project team members. Provides information to non-technical and technical staff via email, telephone and formal presentations covering such topics as system functionality, data collection processes and other technical issues as needed. Audiences for these communications would be both internal business groups and external entities to the agency including governmental organizations as well as contract service providers. (25%)

EJF # 5 Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system. This will be done through one-on-one discussions, group sessions to review system documentation and preparation of written documentation illustrating system architecture, workflows and dependencies for project deliverables. Update immediate supervisor, other management team members and system stakeholders as needed regarding recommended implementation strategies and solutions. (10%)

EJF # 6 other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%) Knowledge Skills Abilities:

Knowledge of Software Development Life Cycle (SDLC) principals and procedures.

Knowledge of common practices and techniques for the electronic exchange of data.

Knowledge of database management systems such as Sybase, Oracle and/or SQL Server

Knowledge of information systems project methodologies

Knowledge of general technical knowledge

Knowledge of web technical knowledge

Knowledge of and familiarity with the Visual Studio development suite.

Skill in working collaboratively with multiple stakeholders to achieve consensus and common goals.

Skill in planning, scheduling and prioritizing work assignments

Skill in written and verbal communications

Skill in writing and testing code, including new and maintenance

Ability to analyze problems and develop solutions to correct the problems

Ability to analyze functional/design requirements and to develop solutions to implement the requirements

Ability to perform detailed work accurately and in accordance with standards

Ability to work and communicate effectively with others

Ability to meet deadlines and work on projects with changing priorities

Graduation from an accredited four-year college or university. May substitute direct work experience on a year-for-year basis. Minimum of 6 years' experience as a Business/Systems Analyst or similar job function which includes experience in testing large applications Additional Information:
