Job Description

Works under the supervision of the Office of Injury Prevention Manager, performs routine management and oversight activities for daily operation of EMS & Trauma Registry system to ensure data quality, integrity, and completeness. Monitors and manages EMS & Trauma Registry data submission, data analysis and quality improvement. Provides technical guidance, training, and work assignments for EMS & Trauma Registries staff on data collection, procedures, data analysis, and quality management measures to ensure the program goals, objectives, and quality measures meet grant objectives and deliverables and stakeholder requests in a timely manner. Assigns and supervises the work of program Epidemiologists, Program Specialists and System Analyst. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions:

(35%) Manages and provides oversight activities for daily operation of EMS & Trauma Registry system to ensure data quality, integrity, and completeness. Directs and assists staff in monitoring and responding to issues with data submission and data quality. Develops monitoring systems for both data submission and data quality. Participates with staff in identifying data quality and submission issues by directing and performing database analysis using SQL and other tools. Position will hold meeting with vendors, agencies and staff to determine issues, develop plans to solve issues, assign actions and follow up on actions to ensure progress. Collaborates with national partners such as EMS and Trauma data managers in other states to informed decisions about national data standards that effect Texas systems and processes.

(30%) Assigns and oversees the work of the EMS & Trauma Registries staff to meet grant objectives and deliverables, and stakeholder requests in a timely manner. Manages and develops staff through review of performance data, consultation, and training and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave. Researches registry components and processes and works with staff to train them and others in using the Maven system. Coordinates with Epidemiologist team lead to ensure that data requests and reports are successfully completed. Reviews analysis and reports from staff to ensure analysis are accurate and appropriate. Presents on successes of staff and takes questions from stakeholder on progress of registries. Consistently works with staff to identify barriers to program success and works with leadership and agency partners to alleviate those barriers. Will work with staff to meet TxDOT objectives. This includes objective progress monitoring, coordinating and assigning work and reporting to funding agency.

(20%) Designs and oversees the development of new technical improvements to the registries by working with staff to develop specifications, coordinating with leadership on strategies and working with contractors to ensure technical improvements are valid and sufficient. Monitors the progress and movement of new builds through the software development lifecycle by attending SCRUM calls, meeting with application development and project staff to mitigate barriers and communicate current statuses.

(10%) Will regularly give status reports to leadership and other stakeholders about the progress and the functioning of the registries. Position will direct and sometimes perform analysis necessary for these status reports. Maintains project information in program tracking databases and dashboards for tracking and distribution. Maintains and mitigates relationships between Application Development, staff, and project staff to ensure Registries improvement processes are successful. Escalates issues to leadership as appropriate.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and recovery and Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and location. Knowledge Skills Abilities:

Knowledge of MS Word, MS Access, Java and/or Sybase/MS-SQL/Oracle.

Knowledge of project development methodologies, principals and practices of computer programming and system analysis.

Knowledge of test-driven development and Software testing best practices.

Skills and experience Agile and Waterfall development methods.

Skills and experience in SDLC

Skills and experience with Project Management practices

Skills and experience using HPALM or equivalent Application Lifecycle Management Tools.

Skills and experience in interpreting technical and user requirements.

Skills in programming. Skills in effective organization.

Skills in effective listening and effective in verbal and written communication.

Ability to convert user and technical requirements into system solutions.

Ability to review reports and data analysis. Registration or Licensure Requirements:

Graduation from a four-year college or university with major coursework computer science, computer information systems, management information systems, or a related field is generally preferred. Education and experience may be substituted for one another. Initial Selection Criteria:

Experience monitoring data collection systems

Experience managing IT projects or testing large applications.

Knowledge of database management or analysis software such as SQL, SAS, R, and/or Oracle. Additional Information:
