Basic Function

This position provides application implementation, maintenance, and support services to the core applications operated by the City's public safety and Enterprise Solutions departments. The Systems Administrator is responsible for local and wide area network operations and design, network engineering, all city Public Safety operating systems and related applications, hardware configuration and mobile computer terminal MCT support.backup to video and mainframe operations to all city staff In addition, the position is responsible for coordination and project management of upgrade and enhancement projects to public safety application systems in collaboration with the staff from the Enterprise Solutions department. This position will provide input on annual budget preparation for the City's public safety and Enterprise Solutions departments. The Systems Administrator generally works a set 40-hour schedule on a weekly basis with some hours falling outside normal business days/hours.

Essential Job Functions

* Work as a part of a collaborative team to support the information technology application systems utilized by the City's public safety and Enterprise Solutions departments.
* Possess the ability to meet Criminal Justice Information Security Policy (CJIS) background requirements at time of hire and throughout employment;
* Manage City network servers and all city operating systems.
* Be familiar with conceptual security models and implementation
* Working knowledge of Criminal Justice Information Systems polices and requirements.
* Consult with peers and supervisors in the development, support and continuous evolution of departmental standards.
* Manage local area and wide area network infrastructure and network technical support for citywide public safety software applications including e-mail and Internet browsers.
* Perform personal computer maintenance as required.
* Fundamental understanding of OCM/BPM activities and BPM mapping/fit gap analysis
* Administer virtual environment and active directory.
* Work with third party vendors to maintain, enhance and upgrade all software applications and system configurations.
* Conduct system testing and coordinate end-user testing for all application development and enhancement work undertaken by staff or vendor suppliers.
* Receive and diagnose application problem/trouble reports from non-technical operational personnel who operate in high-stress environments and depend on the technology systems to facilitate their work.
* Perform system diagnostics, interpret results, and document changes in applications.
* Ensure the resolution of all issues reported.
* Maintain accurate documentation/records as required.
* Recommend changes in computer hardware and infrastructure as needed.
* Administer the configuration management of all application systems.
* Perform personal computer maintenance as required.
* Fundamental understanding of OCM/BPM activities and BPM mapping/fit gap analysis
* Administer virtual environment and active directory.
* Train as back up for duties in the area of VoIP, audio/video and desktop connectivity including mobile devices.
* Maintain documentation of licensing for all network operating systems and citywide public safety application software.
* Instruct department personnel in operation of equipment and software and act as a backup to IS Enterprise Solutions staff as needed.
* Enhance Upgrade technical knowledge by attending applicable training courses.
* Provide on-call computer support to public safety for the City.
* Perform all other related duties as assigned.

* Understand methods for troubleshooting all the applications in place for Coppell's public safety departments;
* Be able to plan, organize, prioritize and delegate as appropriate as well as work independently as needed;
* Have/obtain advanced training in public safety technology systems, primarily through vendor-specific training;
* These systems may include:
* CAD/RMS platforms
* USDD fire station alerting

Skills/Abilities

The Systems Administrator must have the ability to deal diplomatically with staff, department directors, elected and appointed officials, citizens and vendors. The ability to plan, prioritize and execute a variety of occasionally tedious and often technical tasks while demonstrating excellent customer service skills is crucial. The ability to communicate effectively both orally and in writing using the English language is necessary. The employee must have the ability to analyze and propose solutions to problems. The Systems Administrator must also be able to operate, install and maintain a wide variety of technological equipment including, but not limited to, personal computers, copiers, scanners and telephones. The employee must also be able to safely operate a City vehicle.

Physical Requirements

In order to successfully perform the daily tasks of this position, the employee needs to be able to: lift and carry various objects and equipment weighing up to 100 pounds for a distance up to 10 feet; exert a pull/push force up to 150 pounds; and employ various static and dynamic postures such as standing, walking, forward and overhead reaching, handling (gripping & grasping), fingering, turning, talking, hearing, near and far acuity, depth perception, peripheral and color vision, sitting, squatting, kneeling, bending, stooping, twisting, balancing, climbing ladder/stairs, and bending.

Knowledge

The Systems Administrator must possess detailed knowledge of network operations and complete and thorough knowledge of all citypublic safety network operating systems. This employee must have excellent technical knowledge of standard office equipment, hardware and software programs. Basic understanding of database issues and learning new technology.

Experience

The Systems Administrator must have a bachelor's degree in Computer Science or a related field and a current Microsoft MCSE, MCIE or other industry certifications. The employee must also have three (3) years of experience in network design operation, PC hardware maintenance, and administration. Microsoft 365 and intermediate Sharepoint experience is strongly preferred.

At least 5 years of experience using and administering TCP/IP networks including routers, switches and firewalls. Experience with DNS administration including DHCP as well as a general conceptual understanding of data networks and the OSI model. VoIP administration in a mixed analog/digital environment is preferred.

The System Administrator must have a minimum of 3 years of experience in VMWARE or HYPER-V virtualization environments as well as respective management tools. Fundamental understanding of SAN and other storage technologies is essential. Familiarity with PMBOK and ITIL concepts, principles and practices is essential.

Microsoft System Center and SCCM experience is strongly preferred as is experience administering mobile cellular connected devices and MDM policy management.

Working Environment

The Systems Administrator performs many essential job functions usually in an indoor, office type of environment with some tasks occurring at various locations throughout the City. The job functions will also require working on or in vehicles operated by the City's public safety departments. When these vehicles are in use/operational, the Systems Administrator may have to work on these vehicles "in the field" during varied weather conditions. Many duties require frequent interaction with others in person or via telephone and e-mail

Reporting Relationship

The Systems Administrator reports directly to the Deputy Chief of Police Assistant Chief Information Officer and indirectly to the Chief Information OfficerChief of Police.
