Overview

The Executive Office for Administration and Finance Information Technology team (A&F IT) provides IT services to the Department of Revenue including the Child Support Enforcement (CSE) Division.

CSE, with the support of A&F IT, has recently deployed an upgraded Child Support Enforcement computer system called COMETS HD. COMETS HD is web-based system and utilizes J2EE; the Data Warehouse is based on an Oracle 11g database using Oracle Data Integrator for ETL functions and utilizes IBM's Cognos for reporting components. COMETS HD plans on developing 106 reports to support the business of child support. In addition, the Data Warehouse must support ad hoc reporting. Currently 38 reports are available in production. The Data Warehouse team lead will work with the system integrator and the CSE Division to develop and test the remaining reports and support the ongoing maintenance and enhancement of the COMETS HD Data Warehouse. Ultimately the Data Warehouse should also support more modern data analysis concepts including predictive modeling and other data analytic tools. The ideal candidate will assist in the completion of the existing Data Warehouse and have the skills to both develop and execute a strategy for the warehouse long term.

Qualifications and Duties

The Candidate for the Data Warehouse Development Team Lead/Supervisor will be required to ensure that the CSE Data Warehouse provides CSE with required daily reports (100 ) and support ad hoc reporting.

The Candidate will manage the on-going development and defect management of reports not yet in Production.

The Candidate will support vendor effort in creating new tables to support ad hoc reporting.

The Candidate will write jobs in ETL tool and Oracle Data Integrator as well as assign, manage and review ETL jobs of ODI resources.

The Candidate will serve as the key resource in the current effort to upgrade from Cognos 10 to Cognos 11 software.

The Candidate will work with Program Management to develop plans for upgrades, assign tasks, execute tasks, manage and report status.

The Candidate will ensure that daily processes are monitored and complete successfully (e.g., paternity goals, Five9 reports, credit card processing, participant matching, arrears balances, etc.) and/or provide interim work-around delivery of files for CSE Warehouse team use, as well as provide analysis and troubleshooting of errors in processes.

The Candidate will participate in the rewrite/decommission of reports no longer of service; participate in addressing CSE's predictive analytics initiative (replacing former SAS functionality).

The Candidate will prioritize work, identify risks/obstacles, assign tasks and manage the development team.

The Candidate will work with management, CSE Warehouse team, vendor leads and team members on strategy, expectations, timelines and status of assignments.

Experience

The Candidate must have experience in an Oracle database Data Warehouse environment that uses ETL, PL/SQL, and Oracle Data Integrator (ODI); an in-depth , working knowledge of relational database design and programming; knowledge of data structures, database concepts and practices with the ability to monitor and tune performance; proficient understanding of multiple data warehouse/BI related technologies including Rational Data Management, dimensional warehouses, scripting, reporting tools, and Oracle SQL tuning; ability to interpret conceptual, logical, and physical ER modelling and dimensional data models; experience with one or more Systems Development Life Cycle methodologies. Proven experience with schema design and data models. The Data Warehouse lead will need to effectively communicate with business counterparts.

The Candidate must have experience with Cognos, LINUX, and LINUX script languages.

The Candidate must have experience with IBM Cognos 10 software and Cognos applications administration and support. Experience in designing, developing, and maintaining Business Intelligence applications within the Cognos suite of tools including Framework Manager, Report Studio, Query Studio, Analysis Studio, Event Studio.

The Candidate must have the ability to provide Production and End User support.

The Candidate must be able to communicate effectively with End User stakeholders and with various other technical support teams.

The Candidate must have the ability to provide timely status, project, and risk management reports and documentation.

The Candidate must possess analytical and troubleshooting skills to enable resolution of technical issues through debugging, research, and investigation.

As the Data Warehouse team lead and supervisor, the Candidate must be a self-starter and team oriented; proficient in MS Office products, project management methodologies, supervisory experience; knowledge of human resources policies and procedures to include EPRS evaluations preferred. The Candidate must be detail oriented, organized; ability to provide clear, concise team member assignments, direction, and mentoring.
