Job Description

Overview

We're seeking a Senior Systems Engineer to assist the Navy in acquisition and configuration of COTS Defense Business Systems in San Diego, CA. The Systems Engineer will manage collaborative work teams to guide requirements analysis, system development, integration, test, and fielding.

Responsibilities

* Manage requirements for capability, suitability, and testability.
* Trace requirements from users need statements, requirements documentation, specifications and test.
* Compile requirements documentation such as:
* Capability Requirements Documentation (CRD).
* Initial Requirements Document (IRD).
* Capability Production Document (CPD).
* System Requirement Specification (SRS).
* System Design Specification (SDS).
* Draft and manage Systems Engineering Master Plan (SEMP).
* Guide system engineering preparations for Design and Test Reviews.
* Preliminary Design Review (PDR).
* Critical Design Review (CDR).


* Test Readiness Review.
* Configuration Management, including guiding versioning and change processes.
* Leadership of Working Integrated Product Teams or Integrated Product Teams.
* Management of cross-domain technical inquiries and investigation teams.

Qualifications

* Bachelor of Science in Engineering, Computer Science, or Information Technology, or a relevant technical discipline preferred.
* Equivalent professional certification in Systems Engineering. (INCOSE or related).
* Minimum two (2) years' experience, in full-scope system engineering.
* At least one (1) year experience, in Navy or DoD system engineering practices. (PEO C4I or SPAWAR preferred).
* Recent experience in software development projects. (SecDevOPs, DevOps, or Agile preferred).

Knowledgeable in:

* PEO C4I, SPAWAR, or Navy system engineering practices.
* DoD acquisition processes as specified in DODINST 5000 series.
* DoD Cyber-security policy and practices; Risk Management Framework.
* Navy shared infrastructure environments, such as CANES and Agile Core Services.
* Cloud hosting, and modern infrastructure environments (IaaS, PaaS, SaaS).
* Collaboration toolsets, such as JIRA, Pivotal Tracker, or similar.
* Database management tools, such as MS Access or related.
* Strong writing, verbal, and presentation skills.
