Job Description

ActioNet is seeking a qualified Sr. Systems Engineer to support of State Department Bureau of Security and Technology. The Sr. Systems Engineer is responsible for providing technical guidance to a team seeking to obtain Authorization To Operate (ATO) for Applications and Systems at DS. He/She will need to work closely with product owners, Information Assurance SME's and associates in the IT security area, to guide the process and will be responsible for a combination of systems engineering and cybersecurity engineering to provide a finished product which meets all NIST and DoS Security guidelines.

To achieve this, he/she must demonstrate relevant domain expertise of an Cybersecurity and Systems Engineering and successfully translate best practices into guidance for team members, System Security Plans, POAMs, board submissions, and other ATO related documents and efforts.

Duties and Responsibilities:

* Design and develop technical solutions for system prototype requiring cybersecurity hardening
* Be responsive and decisive on adjusting product architecture as customer requirements, market conditions and technology evolves
* Identify and articulate new technology, design methodology and best practices
* Create turnover documentation for prototype systems as they are prepared to move to operational status
* Able to multi-task multiple projects and provide updates to management
* Be involved in design and implementation of automated configuration management system (Chef)
* Provide technical guidance and input to other teams as needed
* Perform system security scan using approved tools including Nessus and Splunk

Qualifications:

* Excellent verbal and written communication skills, attention to detail, and resourceful
* At least 8 years of directly related experience is required
* Dept of State Secret clearance

Desired (at least three of the following):

* Familiarity with the Dept. of State security framework
* Awareness and experience with creating systems which comply with Executive Orders, National Institute of Science and Technology (NIST), and CNSS requirements, reporting, standards, guidelines, processes and toolsets
* Understanding of technical aspects of NIST Cybersecurity Framework
* Understanding of Federal Information System, security lifecycle approach including assessment, authorization, and monitoring programs
* Strong understanding of wired and wireless communications systems and networks
