Job Description

Position Objective

This position will provide Project support services to a wide variety of projects in support of our Federal Customer's modernization initiative and support activities across the full project life cycle as detailed in the Federal Enterprise Performance Life Cycle (EPLC) methodology. The Investment will include the development and/or enhancement and integration of numerous systems that will support the entire HR lifecycle from the creation of the Position Descriptions (Electronic Classification (eClass)), throughout the hiring process and to include the enhancement of the Position Based Management System (PBMS), the Performance Management Appraisal Program (PMAP), the Enterprise Human Capital Management (EHCM) system that will provide the core HR functions and the Time and Attendance (TA) services to name a few.

Duties and Responsibilities

* Conduct complex analyses of organization and manage HR projects and initiatives according to standard project management principles. Advise managers and supervisors of procedures and requirements.
* Support Project Management activities to include:
* Development and Maintenance of project schedules (WBS) and project plans utilizing Microsoft Project
* Develop and Maintain project status reports


* Coordinate and Managed Integrated Project Teams (IPT):
* Track and schedule IPT meetings, participation, meeting notes, schedules, etc.


* Support the development of FDA Enterprise Performance Life Cycle (EPLC) documentation and manage the associated stage gate review process, for example:
* Initiation Stage requires:
* Business Needs document
* Business Case document
* Project Charter document
* Etc.


* Requirements Stage requires:
* Business Requirements document
* Technical Requirements document
* Requirements Traceability document




* Manage the full life-cycle from Design development through implementation and operations.
* Assisting in developing and maintaining Mission Analysis and Quality Assurance Standard Operating Procedures;
* Documentation review, staffing, and control services to ensure all systems are properly documented in accordance with approved HHS and FDA (EPLC) standards and in accordance with guidance appropriate to the type of project;
* Participating in information dissemination activities and general outreach activities relating to the program office mission and functions;
* Assist in developing and maintaining a risk register and perform risk monitoring;
* Review and analysis or program/project documentation, including document cross-walks between requirements (functional and technical), measures, or assessment criteria and functionality; and
* Evaluate programs and projects to ensure that key considerations have been adequately planned for and that relevance guidance has been complied with.
* Serves as the leader of a delivery/task order and assists the Program Manager in working with the client, other Government management personnel, and customer agency representatives.
* Responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.
* Performs enterprise-wide horizontal integration planning and interfaces to other functions systems.
* Responsible for managing projects, but also, for managing people.

Basic Qualifications

* Requires at least 12 years of progressive experience (or equivalent combination of education and experience) in managing, directing, and implementing projects. Relevant experience includes, but is not limited to, experience in managing projects, contracts, funds, and resources and a Master's Degree in related field or equivalent experience.
* Must have a PMP certification.
* Demonstrated experience is also required in managing a diverse group of functional activities, subordinate groups of technical and administrative personnel.
* 5 years' experience working similar programs within the federal government
* 3 years of intermediate knowledge of creating and completing EPLC documentation

Minimum Qualifications

* Experience management of personnel.
* Knowledge of Federal HR processes, procedures, policies, etc. are a plus
* Experience working with Stakeholders to align program objectives and ensure the timeline completion of the assigned deliverables.
* Must be able to pass client and company security and background investigation process.
