Job Description

The Solutions Architect (Systems Analyst VI) position reports to the Director of Product Delivery. We are seeking a driven and innovative Solutions Architect to join our growing team and help generate enterprise solutions to address and meet various requirements and needs. In this role, you will work on a variety of projects and will play a key part in making sure that end results are designed according to the non-functional requirements, available technology, and industry best practices.

The position is responsible for the design of platforms, applications and services within the Health and Human Services agency (HHS). This role will work within a solution delivery team and would provide leadership through providing technical direction. A successful individual in this role would have a balanced mix of technical and business skills that would be utilized to find solutions that balance pragmatism and innovation. Lastly, the individual would be proficient in defining and leading the execution of a multi-year technological roadmap covering both green field and existing systems, services, and platforms.

Works with minimal supervision, with extensive latitude for the use of initiative and independent judgment. Builds the framework that aligns technology, resources, and skills with defined business goals.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Matches solutions with the corporate environment and bridges the gap between business problems and technology solutions. Finds the best technical solution among all possible to solve the existing business problems. Defines features, phases, and solution requirements. Provides specifications according to which the solution is defined, managed, and delivered. (40%).

Actively listens to requirements and implements this information when creating solution plans. Provides advice and makes decisions about which technologies would be suitable to use for various projects. Describes the structure, characteristics, behavior, and other aspects of software to project stakeholders. Provides senior-level leadership and collaboration with project managers and other staff members to develop budgets and timelines for solutions. (30%)

Acts as a contributing member of the project team from project inception to completion. Consistently monitors the scope of projects. (15%)

Mentors, educates, and trains colleagues as requested. Keeps skills updated and remains proactively aware of current events in the industry. (15%)

Knowledge Skills Abilities:

Knowledge of Agile/Scrum.

Knowledge of industry best practices for Cybersecurity.

Knowledge of Cloud (AWS, Azure or equivalent), Containers (such as Docker), Microservices, Service Oriented Architecture, NoSQL Data Stores, and SQL Data Stores.

Knowledge of Architectural/Design Patterns and the associated non-functional requirements for each.

Knowledge of UI Frameworks such as Angular, React, ExtJS.

Skill in creating a solution prototype.

Skill in troubleshooting, performance tuning, and problem-solving.

Skill in verbal and written communication.

Skill in project and resource management.

Skill in facilitating meetings with multiple stakeholders and technical staff, including building consensus and mediating compromises when necessary.

Ability to provide excellent customer service.

Ability to build consensus across multiple teams and working with teams located in different geographic locations.

Ability to accurately track time spent working on projects, as well the ability to accurately estimate changes or enhancements.

Ability to analyze the technology environment, enterprise specifics, and requirements.

Ability to work in a department of a Texas state agency that has statewide or broad oversight responsibilities.

Registration or Licensure Requirements:

Initial Selection Criteria:

Graduation from an accredited four-year college or university with major coursework in computer science, information technology, software engineering, or a related field. Appropriate experience may be substituted for the required education on a year-for-year basis.

Minimum 5 (five) years' experience in the analysis and design of enterprise systems based in Java or .Net.

Minimum 5 (five) years' experience in software development.

Experience with database management and proper systems security best practices.

Preferred experience:

* IT infrastructure and cloud development
* Business analysis
* DevOps
* Project and product management
