We have an opening for an experienced technical analyst to join our multidisciplinary team of Systems and Policy Analysts supporting Laboratory programs including Chemical, Biological, Nuclear, and Explosives Security; Nuclear Threat Reduction; Intelligence Programs; and Energy, Cyber and Infrastructure Security and Resilience. You will employ a combination of technical depth and breadth, critical thinking, modeling and simulation, and analysis to understand complex, multi-domain problem areas. Your analyses will provide decision insight, communicate options and trade-offs, and facilitate the integration of new technology in support of sponsor, customer, and partner missions. This position is in the Systems & Policy Analysis Group in the Computational Engineering Division (CED), within the Engineering Directorate.

This position will be filled at either the SES.3 or SES.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties

* Support complex research and analysis projects with multiple and competing objectives.
* Implement advanced research concepts in a multidisciplinary team environment where dedication and deadlines are important to project success.
* Create analytical frameworks and evaluate competing characteristics to determine solutions that most effectively meet stakeholder objectives.
* Develop, evaluate, and apply simulations to gain insight into complex systems.
* Collaborate with scientists and engineers across a variety of technical disciplines to research, design, and implement solutions incorporating creative, and innovative methods and robust analysis techniques to assess and resolve complex problems.
* Develop internal and external collaborations and provide input for securing funding sources to meet program goals and objectives.
* Co-author refereed scientific papers and reports and deliver presentations for audiences internal and external to LLNL.
* Communicate complex technical concepts to stakeholders in a concise effective way.
* Perform other duties as assigned.

In Addition, at the SES.4 Level

* Lead various highly complex projects, effectively leveraging the skills of team members. Serve as a mentor for other staff and assist in recruiting efforts.
* Work collaboratively with program leaders to chart program development pathways and roadmaps.
* Serve as a primary technical point of contact with sponsors and partners and participate in development of new program business.

Qualifications

* Master's degree in Engineering, Physical, Natural or Computer Sciences, Economics, Political Science or equivalent combination of education and related experience.
* Advanced knowledge and experience in one or more technology areas including water, climate, energy generation and distribution, renewable energy, greenhouse-gas emissions.
* Significant experience using quantitative and qualitative modeling, simulation, and analysis tools to inform programmatic and policy level decisions.
* Ability to manage multiple parallel tasks and priorities of customers and perform work under loosely defined deliverables to meet project timelines and deliverables.
* Advanced verbal and written communication skills needed to effectively collaborate in a team environment, present and explain technical information, and document work.

In Addition at the SES.4 Level

* Subject matter expertise in one or more technology areas including water, climate, energy generation and distribution, renewable energy, greenhouse-gas emissions.
* Substantial experience leading the application and development of quantitative and qualitative modeling, simulation, and analysis tools to inform programmatic and policy level decisions.
* Substantial experience as a project manager or principal investigator of projects with differing priorities, loosely defined deliverables, and high visibility.
* Expert communication, facilitation, and collaboration skills necessary to prepare and present successful proposals and high-quality research papers and provide advice to management.

Desired Qualifications

* PhD. in Engineering, Physical, Natural or Computer Sciences, Economics, Political Science or equivalent combination of education and related experience.
* Experience working with utilities, Department of Energy (DOE), and other relevant state government agencies.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires either no security clearance, or a Department of Energy (DOE) L-level or Q-level clearance depending on the location of the assignment.

If you are selected and a security clearance is required, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. L and Q-level clearances require U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position Lab employees and external candidates may be considered for this position.
