Skill Requirements (must have)

* A minimum of 10 years of experience in designing, managing, and upgrading MILCON (Military Construction) related C4I systems installations in major government facilities. Experience in evaluating power requirements and presenting analytic results in spreadsheets and reports to support power management and power upgrade requirements and recommendations.
* Experience in overseeing engineering staff members to perform a range of engineering efforts and the development integrated engineering deliverable products representing the results of design, prototyping, testing, planning, scheduling and analysis of courses of action.
* Experience with complex system relocation and upgrade efforts, particularly in conjunction with major MILCON projects. Demonstrated ability to develop tradeoffs while considering multiple factors in facility planning including power, and HVAC for the planned installation and integration of electronic systems, electrical equipment, and end user equipment.
* Systems Engineering experience with complex system architectures including design, systems documentation, system requirements, systems verification.
* Experience developing model renderings to reveal existing or proposed design details of power requirements in relation to building spaces, backup power, power distribution, and requirements for HVAC and electronic systems.

Job Description:

* Responsible for evaluating major Navy facilities for design, development, integration, and implementation of electronic system installations including models for integration in Navy shore facilities. Support Space and Naval Warfare Systems Command (SPAWAR) System Center.
* Command, Program Executive Office (PEO) Command Control, Communications, Computers, & Intelligence (C4I) and related Department of Navy (DON) organizations performing facilities design analysis and reviews to advise on issues and alternatives.
* Oversight of engineering related efforts and product developments for MILCON projects involving PMW 790 management responsibilities.
* Perform capability and requirements analysis for Navy communication systems installations in various navy shore facilities in conjunction with Shore Planning Activity (SPA) engineering efforts.
* Utilize systems engineering principles to solve facility and electronic system installation engineering problems, creating process-driven documentation, writing and deriving formal requirements, managing project requirements, and producing to task schedules.
* Work within an Integrated Product Team (IPT) structure, analyze inputs from stakeholders and review and update system documentation to identify key capabilities, missions, activities, systems of systems technologies, and the relationships between them.
* Assist key Integration Program Managers (IPMs) by ensuring system and program level planning and assessments have appropriate levels of system engineering and acquisition activities for shore platforms. Assist IPMs in providing the appropriate level of oversight, management, and coordination across the PEO C4I / SPAWAR Enterprise throughout stages of acquisition, systems engineering, modernization and maintenance processes.
* Participate in technical reviews, working group meetings, IPT sessions, and other technical meetings.
* Assist and advise in the development of Installation Design Plans (IDPs) using Model Based Systems Engineering (MBSE) and Building Information Modeling (BIM) toolsets to include key technical elements and other associated technical data.

Travel Required: Some travel, anticipated not to exceed Monday-Friday work week up to 6 times per year.
