Job Description: SAIC is seeking a highly qualified senior Project Manager to serve as a a senior PM to oversee several large-scale software modernization development and integration projects with a Federal government agency as well as support the Program Manager with strategic planning and overall program operations support., including serving as a proposal lead/manager supporting ongoing IDIQ task order proposal responses;
Primary Job Duties/Responsibilities:
* Project Management Oversight
* Responsible for overseeing end-to-end delivery of several complex software development and integration projects (60+ FTEs), supporting the direct task order project managers with oversight, customer engagement, resource management, and financial budgeting, tracking, and reporting.
* Oversee project execution in meeting technical, schedule and financial requirements; liaising with subcontracting vendors; managing customer and subcontractor relationships; managing risk and issue resolution; and generating and providing management level reports to the SAIC Program Manager and government leadership.
* Able to quickly understand complex technical issues and communicate the issues to diverse groups with varying levels of technical expertise.
* Meet regularly with government management, government technical leadership, and other government contractors supporting the program.
* Monitor, track, and report contract and performance metrics
* Ensure the generation, quality, and delivery of contract deliverables
* Serve as Technical Project Manager backup during absence
* Program Operations
* Proposal Response Manager
* Lead and support RFP responses
* Establish and manage proposal response schedule through submission
* Coordinate participation of proposal response contributors/stakeholders/reviewers, including coordination with corporate proposal support functions
* Coordinate with subcontracts manager for facilitation of subcontracts engagement and resources
* Support pricing activities, including overseeing and contributing to the development of Basis of Estimate (BOE) input and staffing plan/requirements
* Lead coordination with corporate resources for HR/recruiting, , facilities requirements
* Lead corporate and customer onboarding/offboarding procedures
* Support corporate executive reporting and program-level financial tracking
* Serve as Program Manager backup during absence
Qualifications
Required Qualifications:
* Bachelor's degree and 15 years of related experience.
* At least eight years of experience leading complex, enterprise-level software development and integration projects.
* Current Project Management Professional (PMP) certificate.
* At least three years of experience using Agile Scrum to manage enterprise-level web application development projects.
* At least three years of software development experience in a web-based environment.
* Outstanding verbal communication and interpersonal skills.
* Strong writing and presentation skills, producing high-quality deliverables and proposal responses through collaboration.
* Strong facilitation expertise with experience and comfort in managing project groups through complex concepts and issues.
* Excellent customer relationship management and negotiation skills.
* Candidate must be local to the Washington, DC area, or willing to relocate to the Washington, DC area.
* Clearance: The candidate must also be able to acquire a Public Trust clearance.
Highly Desired Qualifications:
* Prior proposal writing/review experience, and ability to communicate with a wide range of stakeholders (e.g., government executives, program experts, product owners, and technical experts).
* Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), PMI Agile Certified Professional (ACP) and/or Scaled Agile Framework (SAFe) certifications highly desired.
