Job Description

Duties:

Performs critical program management, technical, or business analyses of the NAVSEA SBIR/STTR Program and provides recommendations to ensure program success. Provides program analysis support for all aspects of the program. Participates as a member of and/or supports the overall Program and Integrated Product Teams (IPTs). Collects, completes, organizes and interprets technical data and financial information relating to the NAVSEA SBIR/STTR Program, Navy acquisition programs, and Navy technology gaps and related R&D acquisition. Tracks NAVSEA SBIR/STTR Program and related project statuses and schedules. Applies policies and procedures for financial planning.

Qualifications:

MS or MA degree in a Business, Management, or "Relevant Technical Discipline." Bachelor's Degree plus four years of additional relevant experience may be substituted for a Master's degree.

Skills and Abilities:

At least twelve (12) years of professional experience in DoD or component-level R&D acquisition, three (3) years of which must have been in the previous six (6) years, in support of DoD or component SBIR/STTR program management; and a minimum of three (3) years supervisory experience. Experience with all levels SBIR/STTR Program policies, statutes, and regulations is required. Experience with SBIR/STTR Program processes, procedures, configuration management, R&D focus areas, and SBIR/STTR R&D topic development and acquisition is essential. Experience in initiating and maintaining programmatic and technical direction within broad program objectives directly related to SBIR/STTR Program R&D acquisition relative to DoD and component-level systems and acquisition programs is required. Experience managing different phases of the DoD and component-level SBIR/STTR Programs from Phase I through Phase III, including the SBIR/STTR requirements of the DoD 5000.02 instruction, acquisition planning, Deputy Program Managers, data rights, (SBA), and statutory procurement requirements is imperative. The ability to work with large and diverse teams, and the ability to effectively provide guidance, direction, and supervision in all areas of the contracted effort such as program management, R&D acquisition; financial management; scheduling and tracking; program issue resolution; SBIR/STTR training; and SBIR/STTR policy, process and procedure development is required.
