The Systems Engineering Integration & Test (SEIT) Center is seeking a recognized technical leader committed to creating innovative and cost-effective system security solutions for our radar systems.

Raytheon Space and Airborne Systems (SAS) is seeking a talented systems engineer to join the Secure Systems Department as a Program Chief Engineer. The Secure Systems Department provides system and security engineering services and products for a wide range of products to its customers. The Chief Engineer position requires an individual who possesses a high level of multi-function system domain knowledge and the ability to lead a multi-disciplined cross functional team.

This technical lead position requires a top caliber individual who possesses a high level of multi-function systems domain knowledge (both tactical hardware and embedded software). In addition to technical capacity, this critical role demands a person who is able to bring together and effectively lead a multi-disciplined, cross functional team in the execution of program goals and achieving closure of commitments to the customer on time and within budget. This role will require routine engagement with his/her customer counterparts, as well as with multiple teams & functions internal to Raytheon. This role will require participation in customer and/or program technical reviews and customer working group sessions, and thus the targeted candidate should possess executive presence and technical competence resulting in the respect of the customer and his/her peers.

The major activities of a Program Chief System Engineer include:

* Providing engineering program execution and technical leadership for secure systems programs from product concept, proposal development, through production
* Working closely with external and internal customers
* Providing engineering program management through creation, analysis, and forecasting of program staffing, risk/opportunity management, EVMS, IPT coordination, and issue management
* Integrating new architectural features into existing products, creating system security artifacts, providing architectural analysis of system security features and relating existing system to future needs and trends
* Providing technical support with novel and complex architectures leveraging core capabilities and identify opportunities for innovation across Raytheon SAS
* Providing technical support in developing and maintaining the analysis to predict overall system performance, error margins and performance budgets, development and flow down of systems requirements, error budget trees, and performance modeling, simulation and analysis
* Support the continuous process improvement efforts of Program Engineering and Systems Engineering.
* Developing and analyzing security architecture and ensuring system security requirements are established, allocated, and maintained
* Integrating new architectural features into existing products, creating system security artifacts, providing architectural analysis of system security features and relating existing system to future needs and trends
* Coordinating, writing, and delivering technical presentations to both internal and external customers
* Participating in technical peer reviews throughout the product lifecycle of design, development, integration and test, and flight test requirements verification
* Interfacing with program management, team members, and other teams (SW and HW) on a daily basis
* Leading & mentoring less experienced engineers
* US CITIZENSHIP REQUIRED AS SELECTED CANDIDATE WILL BE REQUIRED TO HAVE A US SECURITY CLEARANCE AS OF DAY ONE OF EMPLOYMENT *

Requirements:

* Minimum 12 years of related system engineering experience in one or more Program Protection Discipline (Anti-Tamper, Cyber Security, Supply Chain Risk Management, Software Assurance and/or OPSEC)
* Experience in embedded system design and development
* Experience leading teams and IPTs
* Experience in using tools and metrics in managing activities; and interfacing with senior program and functional management
* Experience conducting critical design reviews, test readiness reviews, and test review boards
* Earned Value Management experience
* Qualified Six Sigma Specialist
* ACTIVE Secret security clearance with the ability to obtain additional program-level special clearances
* U.S. Citizenship status is required as this position will require the ability to access US only data systems

Preferred:

* Experienced in the certification process through the National Security System as defined by CNSSI. This includes: Security certification and accreditation activities and procedures in accordance with DCID, JAFAN, JDCSISS, DIACAP, NIST/RMF or related security guidance
* Familiarity with network architecture and OSI model; C, C++, Ada
* Experience with real-time operating systems
* Experience with COTS secure products
* Team building and motivational skills
* Top Secret security clearance

Education:

* B.S. in Engineering, Computer Science, Computer Engineering, Electrical Engineering, Mathematics; Advanced degree(s) preferred
